International Consultancy: Technical Support for the Implementation of the Baku 2015 Adolescent Declaration on Safe and Inclusive Sport in Azerbaijan

Purpose of the Assignment

To provide guidance and technical support to UNICEF Azerbaijan in rolling out the recommendations of the Baku 2015 Adolescent Declaration on Safe and Inclusive Sport.

Assignment Tasks

In consultation and close cooperation with the Youth and Adolescent Development Programme:

  • Capacity building within Ministry of Education, Ministry of Sport and National Paralympic Committee with respect to Adapted Physical Activity through development of instructional materials in adapted sport and physical education for use by (a) Teachers, (b) NPC coaches, and (c) Sport Ministry personnel, and deliver capacity building workshops in the use of those materials to all groups.
  • Capacity building with the NPC to (a) Expand the number and type of sport activities for children with a disability in urban and particularly rural areas of the country; (b) Provide advice on enlarging and improving the Children's Paralympic Games.
  • Development of a framework for the Strategic Plan on Mass Sports participation and Health Enhancing Physical Activity for children and young people of Azerbaijan, including (a) those with a disability, and (b) identified sub-populations that are currently underrepresented in sport and physical activity participation.
  • Monitoring and evaluation of the impact of the Creating New Technologies for Teaching Physical Education Programme implemented by MoE and Sport for Development Public Union
  • Development of S4D operational plans for UNICEF programs/initiatives, based on the UNICEF Azerbaijan Sport for Development Strategy.

    Qualifications of Successful Candidate

    A Level L-4 international consultant is required for this assignment. It is imperative that he/she has:

  • Post-graduate university degree in social sciences
  • Extensive expertise in the area of child and youth disability
  • Extensive experience in the area of sport science and physical education; extensive knowledge of the 'Sport for Development' concept
  • Extensive knowledge of international standards and instruments, laws and regulations related to child disability.
  • Familiarity with youth and adolescent development and participation issues
  • Strong analytical and research skills
  • Excellent command of written and spoken English
  • Familiarity with the United Nations system, particularly UNICEF, will be an asset
