Assignment Tasks

In order to deliver the below outputs, the service provider selected will:

  • Familiarize him/herself with Governance Principles for National Committees and technical documentation as necessary.
  • Familiarize him/herself with the current methodology in place.
  • Familiarize him/herself with UNICEF's approach to results-based management.
  • Develop an assessment methodology for National Committee's "state of governance", based on UNICEF's Governance Principles.
  • Propose 1-3 outputs for the Governance team and PSP period 2018-2021, related KPIs and means of verification.
  • Develop data collection and processing mechanisms for baseline data and ongoing monitoring.
  • Expected Deliverables

    The expected deliverables and final outputs from the selected service provider are:

  • A written recommendation outlining a proposed new assessment methodology for National Committee's "state of governance", including recommendations of data collection and processing mechanisms for baseline data and ongoing monitoring, submitted no later than 28 February 2017.
  • A written recommendation for revised Governance team outputs, measurable KPIs and means of verification (MoV) in support of the Private Sector Plan 2018-2021, submitted no later than 28 February 2017.
  • Resources

    The consultant will receive a briefing package and relevant documentation from UNICEF to familiarize him/herself with the scope of the governance team's mandate, current assessment methodologies as well as UNICEF's results-based management approach. He or she will be able to contact a member of the Governance team in case of questions at any time throughout the assignment.

    Interface

    The overall point of contact will be the Chief Governance, UNICEF-PFP.

    Duration and Hours

    The assignment is home-based and for 30 days between 12 December 2016 to 28 February 2017, with hours or days worked decided independently by the consultant. It is anticipated that the assignment will require regular consultation/presentation/communication with the Chief Governance during Geneva business hours (virtual meetings via phone or videoconference). No travel will be required.

    Qualifications of Successful Candidate

  • Advanced university degree in law, business, social sciences or other relevant field. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
  • Minimum of five (5) years of progressively responsible professional work or consulting experience at the international level.
  • Demonstrated experience in strategic planning, results-based management, monitoring or evaluations.
