Description:

The FHI 360 Global Connections (GC) department designs and implements high-level, innovative international exchange, training, and workforce development projects for emerging leaders from around the world and across a wide range of disciplines and sectors. Our programs support the development of change agents and contribute to social, economic, and community growth through professional, youth, cultural, and academic exchanges; English language acquisition; leadership development; scholarship and fellowship programs; academic partnerships; technical assistance; and institutional and individual capacity building.

The Finance Manager is responsible for the overall financial management of the GC project portfolio (primarily U.S. Department of State projects). These responsibilities include financial monitoring and support/guidance to project staff to ensure the fiscal well-being of GC projects. The Finance Manager also serves as the liaison between GC staff and the Global Learning Business Unit Business Manager, as well as with FHI 360’s Enterprise Services, particularly Finance, Accounting, Billing, Contract Management Services, and the CFO’s office.

The successful candidate will have strong management skills to include demonstrated organizational and leadership skills with the ability to influence, motivate, and negotiate with both internal and external clienteles. The Finance Manager will exercise sound judgement and work to problem solve moderately complex scopes of work that require in-depth evaluation and collaboration.

Job Summary / Responsibilities:

Work with the Department Director to:

  • Develop and execute annual operating budgets
  • Manage G&A funding
  • Conduct analysis of the level of effort and identify coverage shortage and/or additional recruitment needs
  • Manage the annual fiscal close
  • Perform ad hoc financial analyses for the Department Director and senior management
  • In coordination with project managers, perform pipeline analysis, including review of accruals and commitments of the current portfolio to ensure projects operate within allocated budgets and according to the contractual terms
  • Prepare budget modifications and realignment requests
  • Train project staff on project financial procedures, as well as broader organizational finance processes and tools
  • Respond to internal and external audit requests

Business Development

  • Develop cost proposals for new projects, task orders, and cost extensions/non-competitive continuation (option) years
  • Assist with a bid-no-bid decision through review and financial analysis of funding opportunities
  • Review sub-grantee cost proposals

Cost Allocation and Administration

  • Monthly review of project cost sheets
  • Work with project managers to ensure proper allocation of expenses according to the funding source and expense categories
  • Work with field financial staff in Erbil, Iraq project office to ensure accurate and timely reconciliation and submission of Imprest account funds
  • Process reallocations
  • Monitor costs against budgets and obligated funds
  • Review of bank statements, bank reconciliations, submitted expense reports, advance reports, Imprest summaries to ensure that all costs are reasonable, allocable, and auditable
  • Review and approve payment requests to sub-grantees, vendors, and consultants
  • Brief new staff on department financial procedures and recommend appropriate training programs
  • Serve as principal liaison with finance/accounting staff for clarification of procedures and problem solving

Reporting

  • Review project financial reports prepared by Finance Officer and submit for internal signature
  • Provide cost share analysis and reporting
  • Prepare and submit ad hoc reports on portfolio financial status to Business Manager, CFO Office, Corporate Finance, etc

Procurement

  • Oversee procurement functions for the department
  • Work closely with Contracts and Purchasing to complete assigned procurement requests in compliance with project contractual terms and FHI 360 procurement policies
  • Work with project finance staff to complete pre-award assessment of sub-grantees

Operations and Central Services

  • Serve as point-of-contact for FHI 360 Finance, Accounting, Treasure, Billing, and Purchasing departments
  • Provide advisory support and training to GC staff on FHI 360 policies and procedures focusing on financial, contractual, procurement, and compliance matters
  • Review and revise financial policies and procedures for GC to reflect corporate changes
  • Provide an internal control function to the department
  • Participate in corporate initiatives relating to streamlining finance/procurement/operations and management processes
  • Supervise a staff of two (DC-based Finance Officer and Iraq-based Finance Officer)

Qualifications:

  • Bachelor’s Degree or its International Equivalent – Finance, Business Administration, Accounting, or Related Field
  • Minimum of 5 years related work experience, including 3 years in management
  • Experience in financial analysis
  • Experience in budgeting for U.S. government-funded projects, particularly the U.S. Department of State
  • Demonstrated experience in establishing financial, contractual, and other systems.
  • Experience with Deltek financial systems including TM1
  • Demonstrated Advanced proficiency in Excel
  • Experience in managing and coordinating with field-based projects
  • Knowledge of management of Federal funds under 2CFR 200.300-303
  • Prior work in a non-governmental organization (NGO)
  • Experience working with an international organization

Preferred Experience:

  • Proficiency in a Microsoft Office environment, including knowledge of Sharepoint
  • Knowledge of field-based programs
  • Knowledge of international exchange and scholarship programs, particularly those funded by the U.S. Department of State
  • Knowledge of tax regulations as they apply to international exchange and scholarship participants
  • CPA Certification
