The Technology Unit develops and manages projects that utilize information and communication technologies for development. Its current projects include the USAID-funded Mobile Solutions Technical Assistance and Research (mSTAR) project, as well as other activities which are funded by other donors. Some of the larger technical areas the Unit focuses on include digital and financial inclusion, mobile data collection, adaptive programming, ICTs and gender, digital development principles, ICTs for agriculture, and digital literacy. The Unit currently includes colleagues working in five countries outside of the US.

Job Summary / Responsibilities:

The Finance Manager will lead the financial and accounting operations of the Unit, including overall financial monitoring and support and guidance to projects to ensure the Unit’s fiscal well-being. In close collaboration with the senior management s/he will manage the project budgets. S/he will conduct analyses of financial data, prepare budgets for new activities and projects, and review and prepare required reports to funding agencies to ensure compliance with the donor's requirements. S/he will provide analysis and business modeling support on strategic initiatives for senior management and field operations, and will analyze performance trends, modeling complex business decisions, tracking performance and presenting results.

Major Duties/Responsibilities:

  • Reviews and approve recommendations for financial planning and control, providing relevant fiscal information to executive or senior management team.
  • Oversee proper allocation of invoices to funding source and expense categories.
  • Prepare internal and external financial reports in accordance with established schedules and in manner to meet donor expectations
  • Assists with development and management of internal financial audits.
  • May develop formal reporting system to communicate results of audit activities to management and regulator y compliance agencies.
  • Provides leadership and technical guidance for compliance with Generally Accepted Accounting Procedures (GAAP).
  • Reviews and analyzes monthly financial reports in relation to activity and project budgets and corrects accounting errors
  • In collaboration with senior management monitor budgets and funding obligations vs. actual expenses via pipeline analyses, taking into account accruals and commitments.
  • Provides recommendations to and consults with management on project financial management matters and compliance
  • Participates in and provides financial reporting for annual budget planning, audit reviews and assessments.
  • Keeps abreast with the latest trends in financial accounting and mentors staff.
  • Builds and trains staff on financial policies and procedures, GAAP practices and client relationship
  • Manages the activities of the financial analysts.
  • Reviews subawardees’ invoices and forecasts and performs pre-award assessments for sub-grantees and subcontractors
  • Builds and reviews budgets for new activities and projects.
  • Other duties as assigned.


  • Bachelor's Degree or its international equivalent in finance, business administration, accounting or related Field. CPA Certification preferred.
  • 5-8 years related work experience, including 3 years in management and 3 years working at the corporate or organization level.
  • Experience in comprehensive management of business support and compliance functions in organizations funded via government, contracts and grants, foundation, and commercial sources.
  • Comprehensive knowledge of concepts, practices, and procedures with accounting, financial controls and financial information systems.
  • Well-versed in state and federal laws and regulations that have impact on financial analysis and management controls.
  • Familiarity with Sarbanes-Oxley (SOX) and experience with automated financial reporting, government accounting practices, Cost Accounting Standards (CAS), and Federal Acquisition Regulations (FAR) systems.
  • Sound knowledge and past experience with Generally Accepted Accounting Principles (GAAP) practices and reporting guidelines.
  • Ability to provide strategic leadership and advice to team, exchange information and collaborate with colleagues and peers within and outside the organization.
  • Excellent organizational, supervisory, leadership and managerial skills.
  • Past experience managing a financial analysis department is required.
  • Ability to prepare reports and provide information to management in a timely matter.
  • Ability to multi-task and meet deadlines
  • Excellent oral and written communication skills.
  • Prior work in a non-governmental organization (NGO) preferred.
  • Experience working with an international organization.
  • Previous experiece with GSA schedules strongly preferred.
  • Must be willing to travel 25% of the time
