Job Summary:**

CARE International in Turkey (CARE), together with its partners, is providing humanitarian assistance to people affected by the Syrian crisis, both in Syria and Turkey. CARE began projects responding to the needs of Syrian refugees in southern Turkey in October 2014.

This Project Officer position will sit within the Cross Border Program team for projects implemented in northern Syria, based in Gaziantep. Under the Project Manager’s guidance and supervision, the Project Officer work with program team and implementing partners operational in Syria to ensure program objectives and activities are implemented per defined work plans. In addition it is expected that the Project Officer will ensure that all grants for which s/he is focal point are implemented in a manner that ensures the highest accountability standards and compliance for internal (partners, client/beneficiaries and CARE country office and CI members) and external (donors, local stakeholders) clients.

The Cross Border program team works to maintain the current mandate and commitments to the partners, donors and develop new strategic & gendered program to ensure effective & efficient delivery: As part of this team, the Project Officer will be involved in developing and implementing in partnership a quality program, engage in learning on newly emerging aspects of humanitarian and resilience programming for protracted crises, incorporating components of protection, gender integration, economic empowerment, market analysis, and involvement of private sectors.
Responsibilities and Tasks:

Support the Management of Donor Contracts

  • Support project and program manager to effectively manage sub-granting process by preparing sub-grant documents, contract amendments and maintain program grant files.
  • Develop, review and adopt project work plans on a regularly basis for assigned projects in collaboration with project manager and partner staff
  • Focal point for assigned grants with up to date filling and maintaining dropbox filling system
  • Work with partners to develop human resource plans, monitoring staffing gaps and work with project managers to adequately maintain staffing for assigned grants.
  • Work with partner teams to ensure the successful completion of assigned projects including follow ups on project close-out procedures, final close-out documentation, grant filling requirements and safe storage of final project documents in the centralized filling system.
  • Ensure CARE and partners implement grants in a manner that meets contractual obligations including all donor and CARE policy, procedures, rules and regulations.
  • Participate in regular team meetings with cross border colleagues and partners to ensure projects are implemented per agreed work plans and to support them to do this
  • Monitor project progress and expenditures in coordination with the CARE Project Manager and Grants officer.
  • Coordinate and collaborate with technical specialists as needed to implement specific technical components of assigned projects.
  • Assist to initiate procurement of goods and services as required by assigned projects and coordinate with program support departments on the timely delivery of services.

Program and Project Information Management

  • Produce clear and quality reports, including but not limited to 4Ws to clusters, inputs for Sitreps, donor reports that demonstrate good accountability.
  • Support to conduct situation monitoring, needs assessments, baseline surveys, evaluations and third party monitoring activities•Regularly update cross border portfolio, reporting matrix in close coordination with program managers and resource mobilization team
  • Provide relevant project briefs, factsheets and updates to consultants, third party monitors, evaluation agencies and any other internal and external parties as assigned by project manager.
  • Assist to develop terms of references for consultancies and scope of work for new grants.
  • Work with program design teams to prepare narrative inputs, budgets and work plans as necessary

Capacity Building of partners

  • Work with partners and coordinate trainings and other capacity building initiatives as needed by specific projects with program and program support departments.
  • Identify priority areas for capacity building and work with the Program Manager and Partnership Coordinator to provide additional training and support.
  • Ensure all disputes that may arise with partners are resolved in an amicable manner in close consultation with the program management team and Partnership Coordinator.

QUALIFICATIONS**
EDUCATION

Required

Bachelor Degree in Humanitarian Response, Development Studies or relevant technical field

EXPERIENCE

Required

  • Two years of relevant work experience of which at least one in a not-for-profit humanitarian organization.
  • Experience in program monitoring, coordination and information management.
  • Demonstrated ability to work in partnership with other organizations.

Desirable

  • Ability to identify and implement opportunities for innovation.
  • Ability to work within coordination mechanisms and as necessary represent CARE in external meetings
  • Strong communication skills, both written and verbal
  • Strong understanding of gender issues and experience in integrating these into program practice.
  • Ability to work with; support and influence others.

Technical Skills

Required

  • Program experience in complex emergency contexts.
  • Excellent planning and organizational skills.
  • Excellent command of Excel and other data management software
  • Good oral and written communication skills.
  • Fluency in English and Arabic

  • Strong coaching, training and mentoring skills.
  • Gender awareness and a commitment to gender equality.
