Purpose for the position

Under the general supervision of the Representative, the Resource Mobilization Specialist will be responsible for the implementation of the CO's resource mobilization and partnership strategy through planning, monitoring and advocacy, as well as through constructive relations with donors including by way of quality proposal writing, well-managed donor field visits and by ensuring 100% compliance on timely submission of quality donor reports following the established quality assurance process.

Key functions/accountabilities:

  • Develop resource mobilization and partnership strategy in support of the Country Programme and ensure its implementation with coordination within the UNICEF structure andby regular monitoring and reporting to the CMT.
  • Support the country office in raising resources for all programmes with special focus on under-funded Outcome/Output areas.
  • Prepare comprehensive and substantive briefing notes for the Representative for his meetings with resource partners including the private sector.
  • Guide and support country office to prepare and package quality programme proposals to donors.
  • Update and maintain updated information on donors and programme reporting requirements for the CO. Ensure that programme sections are aware of these requirements.
  • Monitor global trends in development cooperation and ODA policies, budgets, systems and procedures and accordingly adapt CO fundraising strategies and activities.
  • Ensure effective grants management in the country office according to UNICEF financial rules and regulations. Empower the country office staff in effective and optimum funds utilization respecting the timelines.
  • Attend relevant meetings with donors to present and promote UNICEF goals and objectives and resource requirement.
  • Facilitate donor filed visits to generate donor interest in UNICEF programmes.
  • Qualifications of a successful candidate

  • Advanced university degree in the Social Sciences, Communication, Economics, Business Management or related field.
  • Five years of relevant professional work experience, including developing country work experience.At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred.
  • Fluency in English (written and verbal)is required. Fluency in additional UN language (Arabic, Chinese, French, Russian, Spanish)is an asset.
