Purpose of the PositionThe Human Resources Assistant (GS-6), is based in the Human Resources Section- Common Services and reports to the HR Manager (P-4).Under the supervision and guidance of the Human Resources Manager and with a focus on learning, development and performance management; recruitment, the Human Resources Assistant provides support and assistance towards the efficient implementation of a broad range of Human Resources functions for all categories of staff in his/her office (CEE/CIS Region and Sections served in Geneva), ensuring accurate and timely delivery, whilst promoting a client-based, quality and results orientated approach to the unit and ensuring compliance with UNICEF HR rules and regulations.

Key Expected Results1. Supports in learning, development and performance management:

  • In consultation with the supervisor, researches and analyses data and information to help identify learning needs within the CEE/CIS Region and Sections served in Geneva for the development plans and other targeted staff development interventions.
  • In consultation with the supervisor, researches, analyzes, verifies, and compiles information on external learning opportunities available and educational development institutions to help the supervisor decide on learning programmes that address learning gaps in the CEE/CIS Region and Sections served in Geneva.
  • Develops and processes contracts for institutions providing learning and development services, ensuring compliance with UNICEF rules and regulations.
  • Co-facilitates staff development and assists team in organizing and conducting workshops and learning events by preparing and organizing the distribution of materials for participants, ensuring availability of training venues, required equipment and supplies, while providing logistical and secretarial support at workshops and events as necessary. This includes collection of evaluations for team analysis.
  • 2. Supports in recruitment and placement:

  • Drafts vacancy announcements for positions and individual contractors within his/her office for review by supervisor to help attract top talented candidates.
  • Maximizing the use of UNICEF recruitment tools, ensures timely and efficient screening of applications for minimum eligibility, taking into account qualifications, competencies, and post requirements. Provides advice and support to clients.
  • Analyzes, researches, verifies, and compiles data which facilitates preparation of workforce planning reports for supervisor to review against benchmarks i.e. gender and geographical balance and other recruitment related key performance indicators.
  • Liaises with candidates in the various stages of the recruitment process.
  • Records and maintains recruitment files, ensuring all necessary documentation has been prepared. Acts as CRB secretariat and arranges approvals. Acts as CRB secretariat and arranges approvals.
  • Coordinates consultants' contracts and release.
  • Assist in building External Recruitment Rosters.
  • 3. Supports as Budget, Time/Attendance and Travel Focal Point:

  • Monitors the budget of the Human Resources Section for travels, consultants and other expenditures. Processes related payments.
  • Advises staff on absences and attendance related entitlements.
  • Maintains and updates staff absences in the system.
  • Focal point for Section's travels.
  • Qualifications of Successful Candidate

  • Completion of Secondary Education (e.g. High School Diploma) is a minimum requirement.
  • Supplementary technical or university courses related to Human Resourcesis an asset.
  • A minimum of six (6) years of progressively responsible work experience in Human Resources is required.
  • Prior hands-on experience in learning & development; performance management; recruitment; administration of benefits & entitlements; Budget; Time/Attendance and/or Travel is highly desirable.
  • Prior experience in provision of HR support for a fast-paced officewith multiple demands is an asset.
  • Prior experience and knowledge of UN System/UNICEF HR policies, procedures and guidelines is an asset.
  • Working knowledge in the Microsoft Suite of Products (including MS Word, MS Excel & MS PowerPoint) is highly desirable.
  • Fluency in English and French(verbal & written) is required.
  • General Service Staff are recruited locally, but can be of any nationality. Candidates must be in possession of an existing visa/work permit or resident/citizen of Switzerland (and/or commuting area)to be considered eligible for this post.
