Purpose of the Assignment

Under the guidance and supervision of the Child Protection Specialist, the Consultant will provide technical support for the 1) modelling of the Minimum Package of Services and 2) Child Protection initiative, especially the Deinstitutionalisation Masterplan in the framework of 2016-2017 workplan signed with the Government.

Assignment Tasks

Main tasks and responsibilities are presented blow taking into account following areas of activity:

Support to county and local authorities, communication and networking

Provide guidance and information to partners and counters at county and local level. Ensure the effective communication and networking developed and maintained through partnership and collaboration with all stakeholders (UNICEF staff, county and local counterparts, members of the communities involved in the modelling, including NGOs, etc.); Communicates with county and local authority counterparts on project details and recommends courses of action. Follow-on activities with partners at county and local level, including monitoring UNICEF inputs, local conditions and resources, and project status mainly thru ongoing field visits to project sites and documenting project's progress and results

Knowledge sharing

Document the progress, lessons learned and challenges of the model to promote knowledge sharing with various counterparts, other stakeholders and within the organization. Makes arrangements for visits to project sites for the government and other partners, and provides information and briefing on project activities and status.

Support the evaluation and other research activities planned for end of 2016 and throughout 2017. Draft sound modelling project documents (including for programme cooperation agreements and progress reports to donors) for review by the supervisor; provide support for the sharing of information with relevant partners, as required. Analyze collected data and information and prepare progress reports; Analyzes modelling project status, and recommends appropriate adjustments;

Policy advice, partnership and advocacy

Provide inputs for technical and policy advice to all stakeholders to promote and protect the rights of boys and girls, in the development of normative frameworks advancing social inclusion, especially vulnerable ones.

Expected Deliverables


Qualifications of Successful Candidate:


University degree in Social Sciences or related field;

Essential technical knowledge of theories, principles and methods in the following areas: strengthening child protection systems; strengthening social welfare systems; use of data and indicators related to children, including adolescents; project management and evaluation;

Years of relevant experience

Minimum of 3 years' experience in child/social protection; Professional work experience with UNICEF Romania is an asset;

Competencies of Successful Candidate

Analytical and conceptual ability; communication skills; planning and monitoring skills; ability to organize work and projects; computer skills, including internet navigation and various office applications;

Ability to work in a multidisciplinary team and establish harmonious and effective working relationships both within and outside the organization;

Excellent knowledge of written and spoken English
