The United Nations Children's Fund (UNICEF) in Vientiane, Lao PDR is looking for a qualified international consultant for helping the ESSITC, MoES to develop a five-year ESMIS strategic plan for the period 2016-2020 in line with the 8th Education Sector Development Plan (ESDP) and the Sustainable Development Goals for Education (SDG-4). The ESMIS strategic plan will include institutional arrangements, specific activities, proposed programmes, timelines, targets and a detailed costing, and a communication and monitoring plan. For a period of approximately 86 working days with effect from January 2017 and must be completed by end of May, 2017 or before.
Duties and responsibilities:
The consultant will work with ESSITC under the guidance of the UNICEF Education Section. Based on the instructional guidance from MoES, ESSITC have already undertaken considerable groundwork through the preparation of an interim draft Concept Note for strategic vision 2030, 2025 and strategic action plan 2016-2020. The consultant will review this mentioned initial concept note and further guide the process of developing a full five-year strategic plan. . The key tasks and outputs of this consultancy are as follows:
Stage-0: (Off-site 5 Working days)
Desk review of the relevant available documents related to Education and sports statistics and data in Laos.
Develop a comprehensive methodology and work plan for a participatory process of the development of the Ministry of Education and Sports strategic plan with a view to achieving both support, concrete co-operation and programming with relevant agencies across all sub-sectors including ECE, primary, lower secondary, upper secondary, non-formal education, technical and vocational, higher education both central, sub-national and schools.
A comprehensive desk review of documents relevant to an understanding and execution of the assignment
An elaboration of a methodology/work plan, work plan, list and contacts of key stakeholders to be engaged- To review the mandate, legal framework, work and context of the MoES and Education Statistics Information Technology. These will include the existing national legislative framework and statistical law and implementation, educational and sports statistical infrastructure development, educational data management and development including EMIS, FMIS, PMIS, Lao EduInfo, and etc.., capacity building and cooperation. Key materials will be shared by MoES and UNICEF.- A review of key achievements from implementing activities related educational and sports statistical system, included analytical works on strengths, limitations, and its causes, and lessons learnt.
To review the Ministry existing structure and institutional arrangements including sub-national level (Provincial Education and Sports Services, District Education and Sports Bureau, Schools/Institutions) with a view to developing a "strategy for expansion". This review is also included field visit to observe structures and interview with stakeholders at national level and sub-national level.
Stage-1: (In-country 30 Working days)
Documents on current situation analysis of Educational Statistical Works in the Lao PDR.- Development of a vision and mission statement, goals and objectives, an economically sound methodology for how Ministry can mostly effectively meet its objectives; - Revised a comprehensive methodology and work plan for a participatory process of the development of the Ministry of Education and Sports strategic plan with a view to achieving both support, concrete co-operation and programming with relevant agencies across all sub-sectors including ECE, primary, lower secondary, upper secondary, non-formal education, technical and vocational, higher education both central, sub-national and schools.Output: 3
A draft programme for the national and sub-national consultations will include proposed number and type of workshops, planning sessions or similar discussion, as well as participants. This will be agreed with the Ministry of Education and Sports and Education and Sports Statistics and Information Technology Center, which will have responsibility for implementing the logistical arrangements in relation to venue, sending and following-up on invitations, and assisting with the presentations.
Develop strategies and work programmes or sub-sector strategies that address to six criteria of merit for the MoES statistical information systems: timeliness, completeness, accuracy, sustainability, wide utilisation and integration with other systems. These are included timely and quality of data availability, management capacity, analytical skills for the effective data uses, and the link data platform across sub-sector, the needed support system and incentives, particularly an appropriate staffing level, deployments and training needs, strengthening data system and instruments, resource requirement in different levels, and results and performance-based monitoring and reporting and use of data and indicators aligning with the 8th ESDP and Sustainable Development Goals.

Drafted Consultation Plan and Process on draft of ESMIS strategic plan
Advanced Draft Education and Sports Management Information System (ESMIS) Strategic Development Plan 2016-2020- Together with the ESITC, lead a thorough programme of national and sub-national consultations including development partners to receive feedback on draft strategic plan.- Ensure that the strategic plan is professionally costed and includes a plan for how to integrate the strategic plans of sub-sectors and subvention agencies of the Ministry.
Finalize the strategic plan, including a log frame and a detailed implementation plan for 2016-2018 and provide general activities for 2018-2020. The plan should include jointly developed vision and mission statements, priority programmes and sector sub-strategies, baselines and targets, timelines and resource allocations and a monitoring plan and communications plan.
Stage-3: (In-country 21 Working days)

Qualifications and experience:
Advanced university degree in education, statistics, computer science, information system management (database) or related disciplines;
Minimum 8 years professional experience in the field of information system development and management, preferably in education
Experience of research, monitoring and evaluation in the field of social development or education programme
Experience in developing countries particularly in the South East Asia and working experience with international organizations is an added advantage
Fluency in written and spoken English.
