General Description of the Programme

GOAL is an international NGO operating across the globe. Our mission is to work towards ensuring that the poorest and most vulnerable in our world and those affected by humanitarian crises have access to the fundamental rights of life, including but not limited to adequate shelter, food, water and sanitation, healthcare and education.

GOAL Iraq programme was established in 2015 to respond to immediate humanitarian needs and support economic and livelihoods development. GOAL supports livelihood and economic development through a market systems approach in the Kurdistan Region of Iraq including vocational and business training, small grants, technical support and targeted interventions. GOAL is recently registered in Iraq and is developing a strategy and seeking opportunities to expand programming in livelihoods targeting returnees, newly liberated areas and vulnerable communities.

Overview of the role

Representing GOAL in Iraq, the GOAL Country Director (CD) takes overall responsible for the planning, management and appropriate development of GOAL’s work in Iraq, particularly the co-ordination and liaison with donors, local authorities and partners. The CD is responsible for ensuring that the programming is context appropriate and meeting the expressed needs of target beneficiaries in Iraq. The CD will ensure that GOAL meets its contracted objectives and is accountable to stakeholders. The CD must ensure that there are regular and effective communications between the country office and GOAL headquarters in Dublin. The CD has ultimate responsibility for all issues of security.

Main responsibilities


  • The CD is responsible for ensuring that all programme activities are planned, resourced, implemented, monitored and evaluated in a timely manner, to ensure that they are appropriate, necessary, cost effective, targeted, sustainable and in keeping with GOAL’s mission and philosophy. The CD is responsible for oversight of GOAL’s in-country partner(s) and ensuring the program progresses as per the established work plan. The CD must ensure that GOAL programmes meet the highest national and international standards, and comply with codes of conduct and agreements to which GOAL is a signatory. The CD will develop an Annual Country Plan and ensure that all proposals and reports to HQ and to donors are reviewed and approved prior to submission.


  • The CD is the principal point of contact for donors and should ensure strong working relationships and reputation and secure programme funding from donors in-country where possible. GOAL seeks to diversify its funding base for Iraq within the next year. The CD must maintain a strong knowledge of donor and legal requirements, and ensure effective grant management.

Financial Accountability

  • The CD has ultimate accountability for all financial matters in the field and must review and approve the monthly management accounts and other financial reports which are prepared by the finance and management team to ensure they adhere to the GOAL Dublin Finance Manual and donor financial reporting requirements. Likely budgetary overspends or underspends must be notified to HQ in good time.

Human Resources

  • The CD is responsible for overseeing the recruitment and retention of a highly qualified and motivated team, including development, health and safety and performance management. The CD should also ensure that GOAL follows good practice and local legal requirements in relation to HR and develops and implements policies and systems in support of this aim.

Resource Management/Logistics

  • The CD will work closely with the operations and logistics team to ensure that the programme is appropriately resourced, the procedures of the GOAL Logistics Manual followed and the relevant logistics systems fully implemented.

Safety & Security

  • It is the responsibility of the CD to be fully informed regarding the political and security environment and for ensuring that all reasonable measures are taken to minimise / mitigate the safety and security risks faced by the programmes and programme and partner staff (including making sure that all staff follow standard GOAL procedures and local SOPs). This includes building a culture of security within the country programme, informing HQ/ Regional Security Adviser immediately in the event of a security incident or update relating to GOAL staff, assets or programmes.


  • The CD has the responsibility and mandate to represent GOAL within their country of assignment this includes media and visibility. This includes ensuring there is appropriate liaison and negotiation with the relevant Government partners, regional and local authorities; donors; local agencies etc. at all levels of project implementation. It also includes dealing with in-country media and ensuring media statements are approved by GOAL Dublin and linking with the media team on other relevant media issues.

Risk Management

  • The CD is responsible for reviewing and updating the Country Risk Register on a quarterly basis. All risks should be owned and managed in the programme and the CD should ensure they are addressed.

Knowledge/Information Management

  • The CD must be fully informed regarding the political, security and humanitarian conditions within their country of assignment. Appropriate information should be collected, collated, analysed and forwarded to the GOAL Dublin office and Regional Director on a regular basis. The CD must ensure that there are regular effective communications within the country programme and with GOAL Dublin and the Regional Director. This includes the submission of weekly and monthly reports to GOAL Dublin. The CD must ensure that GOAL complies with all the relevant legal requirements of the country.

Requirements (Person Specification)

  • 5 + years of previous overseas management experience in humanitarian assistance programmes, at least 2 years of which must be at senior management level.
  • A relevant post graduate qualification
  • Experience in livelihoods programming and/or cash programming.
  • Experience in budget management at a senior level.
  • Experience liaising with in-country institutional donors
  • Experience in remote management and/or working in conflict settings

  • Kurdish and/ or Arabic language skills are an advantage.

  • Prior work experience in the region.

  • Prior experience of setting up or expanding new programmes.
