National Consultancy to support Child Rights Monitoring Activities at UNICEF Azerbaijan Country Office

Purpose of the Assignment

The Goal and objective of the consultancy is to provide technical expertise and contribute to implement the relevant activities of different work plans by assisting to carry out the above mentioned study and data monitoring

Assignment Tasks

a)Updating Situation Assessment and Analysis of Children's and Women's Rights (SitAn)

  • Get fully familiarized with the draft UNICEF "Guidance for conducting situation assessment and analysis of children's and women's rights (SitAn)" and latest SitAn;
  • Conduct desk review of existing evidence, data, research and national state programme documents and policies affecting children and women's rights;
  • Agree the content, focus and methodology;
  • Conduct necessary consultations with the relevant people in the Government, Parliament, UNICEF and children and young people;
  • Prepare draft and final reports of the SitAn;
  • Present results and recommendations to UNICEF.
  • b) Supporting research on children living and/or working on the streets in Georgia and Azerbaijan

  • Review of data collection tools and methodology together with the SCFWCA;
  • Support identification of key informants including NGOs and government entities working with the street children;
  • Support the collection of relevant qualitative and quantitative data for the purpose of the study both from capital and rural areas;
  • Monitoring of field data collection process;
  • Revise analyzed data and provide feedback to adapt the results to local context;
  • Work together with the SCFWCA to develop action plan based on the study findings.
  • c) Coordinate and supervise development of the databank for NPM Group

  • Support NPM Group to improve questions for databank based on the recommendations of the NPG strategy;
  • Coordinate communication between IT company and the NPM Group;
  • Ensure that IT company considers all the questions in the databank and databank is synchronized with Ombudsman's regional offices as well.
  • d)Support the SCFWCA in assessing the existing referral and case management system and coordinate development of case management system

  • Together with the relevant staff of the SCFWCA assess existing referral and case management system of the 11 Family Support Centres;
  • Based on results of the assessment draft the structure of the case management and referral system together with the SCFWCA and UNICEF staff;
  • Coordinate between the IT company and SCFWCA to develop case management software;
  • Support piloting and setting up the system in all 11 centres together with the SCFWCA staff.
  • e) Coordination of National Study on Violence Against Children

  • Support CRM specialist in drafting comprehensive ToR for national study on violence against children;
  • Support CRM specialist in reviewing the methodology and tools proposed by an international research company;
  • Coordination and monitoring of the data collection process;
  • Cleaning and management of collected data;
  • Support international consultant in drafting reports.

    Qualifications of Successful Candidate

  • Minimum 5-7 years of practical and consultancy experience in the area of research, data collection and analysis.
  • Ability to manage large datasets.
  • Experience and knowledge of the regional developments, particularly the issues of child rights monitoring.
  • Technical expertise in databank structures.
  • Experience to work under pressure and tight timelines.
  • Familiarity with UNICEF's mission and mandate.
  • Fluency in Azerbaijani and English.
