The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC is recruiting a for a new Head of the Secretary General’s office. It will be a temporary position for 6 months with the possibility of becoming a permanent position. The current Head of the SG’s office will take up a new position within the organisation in December and NRC is seeking a replacement to start as soon as possible. Deadline for applications is by the end of November, 30.11.2016.

The Head of Secretary General’s Office is responsible for support and advice to the SG, execute and follow up decisions, as well as manage the staff in the SG’s office. We are looking for a person who is highly organised and has good knowledge of humanitarian work, ideally with experience from both operational and policy related work. Experience from NRC is an asset. Norwegian language skills is a prerequisite.

You will lead the core staff of Jan Egeland and be an observer in the Senior Management Group and Board of Directors. You will be part of a hectic and positive working environment at the heart of the organisation and interact with colleagues across the organisation. Ability to handle sensitive issues is important, but a positive attitude and enjoying being part of a team is of equal importance. Personal suitability to the position will be emphasized.

Job description

  • Execute and follow up on initiatives and decisions by the SG
  • Line management responsibility for SG office staff
  • Advice to the SG in order to stay updated and positioned on important national and international issues and debates
  • Participate in SMG and Board meetings as an observer, responsible for quality control of relevant documents
  • Participate in planning and execution of advocacy and media initiatives involving the SG
  • Develop and continually improve routines and processes at the SG office
  • Budget responsibility for SG Office
  • Any other tasks as requested by the SG or Deputy SG, temporary or permanent


  • Minimum 5 years of relevant experience
  • Field experience from humanitarian work, especially NRC, a preference
  • High degree of insight and knowledge of the international humanitarian system
  • Strong analytical and strategic capacity, and ability to prioritize
  • Networking and representation skills
  • Documented results related to the position’s responsibilities
  • Strong ability to organize and administer processes
  • High level of professional fluency in English, both written and verbal
  • Norwegian language skills is a prerequisite

  • Interpersonal skills with the ability to work with everyone in the organisation
  • Proactive attitude and ability to work independently and as a team
