NRC is currently recruiting two Programme Advisers (PA); one for Colombia & Latin America, and one for Mali & the Central African Republic (CAR). The PA is responsible for the daily support and advice to the Country Directors and Programme Directors on programmatic issues and for quality control of donor applications and reports. The PA should also be the regional expert of the geographical area of responsibility.

The Programme Advisers for Colombia & Latin America, and Mali & CAR reports to the Regional Head of Programme.

The areas of geographical responsibility may be subject to revision depending on changes in NRC’s countries of operation and the division of responsibility within the Regional office.

Job description

  • Responsible for quality control of content of donor proposals and reports , macro logframes, and triannual reports in regards to country strategy and donor compliance, including coordination of inputs from relevant Technical and Thematic Advisers in region/ Head Office.
  • Provide specialist support, advice and guidance to programme development and to strategic planning in country programmes appointed by line manager
  • Conduct analysis of trends in the region or sub-region as appointed by line manager to contribute to regional understanding and provide evidence for advocacy and innovative project ideas
  • Support programme assessments and evaluations in country programmes, as appointed by line manager, including providing framework and objectives for evaluations, working closely with Monitoring & Evaluation staff regionally and within Country
  • Promote incorporation of lessons learned into new programmes and projects and facilitate PCM training sessions upon request
  • Conduct recruitment interviews and professional brief and debrief as relevant
  • Represent NRC in relevant fora based on thematic areasappointed by line manager
  • Responsible to stay updated on specific countries as assigned
  • Focal point for specific donors as assigned and responsible for staying updated on trends of these donors in the region
  • Provide support, guidance and training when required to in-country staff in coordination with the Head of Programme
  • Support to regional and cross border proposals
  • Responsible for follow-up on a monthly basis with the Head of Programme on programmatic issues
  • Compliance and adherence to NRC policies, guidelines and procedures
  • Carry out other duties of temporary character appointed by line manager

Qualifications

  • Minimum 5 years of experience within the humanitarian/recovery context, of which 3 years of Manager/Advisor experience
  • Specialist knowledge and expertise equivalent to an advanced university degree in a relevant field (eg international development, politics, business administration, marketing, finance)
  • Experience with developing proposals and reports for various key donors (NMFA, ECHO, DEVCO, DFID, BPRM, OFDA, etc.) an asset
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Experience working with overall strategy development and planning
  • Fluency in English, both written and verbal

  • Context related skills, knowledge and experience for the Programme Adviser Mali and Central African Republic:
  • Expertise/knowledge about Central- and West Africa
  • Working skills in French a requirement; Spanish an asset
  • Context related skills, knowledge and experience for the Programme Adviser Colombia and Latin America:
  • Expertise/knowledge about Latin America
  • Working skills in Spanish a requirement; French an asset
