Shelter/WASH Advisor – Athens - Greece


The Danish Refugee Council (DRC) is looking for an experienced and capable Shelter and WASH Advisor for our activities in Greece, based in our Attica Mainoffice in Athens with regular travels to other region of the country.  
The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in 40 countries around the world.   
DRC’s mandate is driven by three global strategic objectives within the DRC Assistance Framework: Saving lives and alleviation of immediate suffering among people affected by conflict, safeguarding, restoration and development of livelihoods, and, institutional and organizational change that contributes to protection of people’s rights and peaceful handling of conflict.  
DRC has been operating in Greece since December 2015, providing support to the Greek Ministry of Migration Policy in ensuring dignified reception conditions for refugees and migrants arriving on Lesvos island. In March 2016, DRC expanded its operations in Athens, in response to the changing context and the build-up of refugee population on mainland Greece. In May 2016 DRC opened an office in Thessaloniki (North Greece) and in July in Larissa (Central Greece).  
Key responsibilities  
The Shelter/WASH Advisor supports technically and strategically the Head Of Programmes and and all Shelter/WASH units in DRC Greece. He create national Shelter/WASH SoPs, S/he designs and supervises DRC implementation of works in Greece. He is responsible for two technical staff. 
The position requires a high degree of responsibility, flexibility and understanding of complex organisational charts including horizontal liaising among different senior managers.  S/he reports to the Head of Programmes. The key responsibilities include:  
  • Represent DRC at the National Shelter and WASH Working Groups and in technical meetings with donors and local authorities;  
  • Direct line management of the Technical staff in the main office, including recruitment, coaching, capacity building and ensuring interdepartmental co-ordination;  
  • Liaise and closely coordinate with the senior management team in Athens and in the other area where DRC is active;  
  • Encourage a positive, innovative and mutually supportive team spirit amongst the team under her/his responsibility.  
  • Act as project Manager or temporarily Project Manager if requested by the Head of Programmes for specific interventions; 
Programme development and support 
  • Support the process of adapting DRC Shelter/WASH national strategy to the local context and circumstances;  
  • Advise the Head of Programmes and Area Manager on Shelter and WASH intervention and strategy; 
  • Develop Shelter/WASH SOPs for DRC technical staff country-wide; 
  • Technically advise DRC shelter and WASH units country-wide. 
  • University degree in Engineering or architecture or related field;   
  • Minimum 7 years’ professional work experience within international humanitarian/development work in similar positions;  
  • Good understanding of displacement issues of both internally displaced and refugees and related international standards/frameworks;   
  • Solid project management/supervision experience;  
  • Extensive experience in humanitarian shelter and WASH works. Experience in Design and Build working modalities is an asset;  
  • Excellent analytical and strategic skills;   
  • Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff and other stakeholders;  
  • Excellent communication skills;   
  • Professional fluency in written and spoken English;  
  • Ability to live and work in a demanding working environment.

General Regulations 
The employee shall follow DRC instructions on safety, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework.    
The employee should not engage in any other paid activity during the DRC contract period without prior authorization.    
The employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period.    
The employee should not give interviews to the media or publish project-related photos or other material without prior authorization.    
The employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request.    
Terms and conditions 
DRC will offer the successful candidate a challenging job in our interesting program in Attica region in Greece, based in Athens with frequent travels to other locations. 
The contract is currently for 6 months, it will however be renewable dependent on both funding and performance. 
Salary and other conditions will be placed at A13 for expatriates in accordance with DRC's Terms of Employment for Expartiates, which can found on our website under vacancies. Greek Nationals are encouraged to apply, in which case the salary scale and the final salary package will be based on experience and qualifications. 
Greece is a family duty station. The position is classified as un-accompanied.
