As WFP moves towards rolling out SCOPE in all Country Offices (COs) to establish and streamline BTM processs, increased capacity for business and implementation support for COs is required at regional bureaus (RBs) and country offices (COs). Along with this is a need to strengthen portfolio management and normative capacity for Headquarters to ensure that RBs and COs has up to date guidance.

The incumbent will apply their knowledge, analysis skills, business tools and techniques to ensure that standards for country-level BTM processes and technical implementation are maintained and provided to RBs and COs. The incumbent ensures that the planning and design activities for BTM deployments followed by COs is enabled by a portfolio and project management support, and that relevant business inputs from key HQ and field stakeholders are taken to ensure continued alignment of SCOPE and BTM service functionality with that required by WFP operations.

Staff will report to Service Delivery Head, Beneficiary IT Solution Services Branch (RMTB).

KEY ACCOUNTABILITIES (not all-inclusive)

  • Capture, analyze and document (i.e. through diagrams, flowcharts, data models, user experience designs, storyboards) business requirements for IT solutions and services following WFP policies, standards and strategies.
  • Communicate business requirements to business counterparts, for a shared understanding of the requirements and effective implementation of strategies/plans.
  • Baseline and track business requirements through to implementation ensuring efficient management of change.
  • Test and analyze IT solutions and document the match against business requirements for quality and accuracy.
  • Establish and maintain close partnerships with business counterparts to effectively meet their needs.
  • Manage the service catalog of IT solutions offered to the business, including current, retired and those in the pipeline to ensure effective knowledge management.
  • Manage alignment of IT service levels with SLAs for solutions or services focused on the business needs. Conduct survey on business satisfaction with IT solutions and services.
  • Manage estimates, business cases, planning, risk identification, problem and issue management to ensure the effective delivery of IT solutions.
  • Adhere to processes, procedures and templates for the Business Relationship Management, Business Analysis and IT Project Management functions to ensure compliance and consistency.


Staff member will be responsible for the following:

  • Evolve and maintain the BTM service standards, which is used by field and regional IT in conceptualizing solutions and operational concepts when applying BTM processes to emerging or novel COs assistance strategies;
  • Support BTOs in maintaining IT Macro and Micro Assessments guidelines including Beneficiary Information Assessments standards to ensure IT contribution in transfer modality choice decisions;
  • Consolidate requirements for SCOPE functional changes, based on CO operational requirements so that it evolves in keeping with changes and challenges of delivering assistance in very diverse contexts in COs.
  • Support with global portfolio coordination services the implementation of SCOPE in the field;
  • Support capacity building aimed at enhancing BTM expertise within IT;
  • Perform any other duties as required.


Education: Post-graduate degree in business management, computer science, telecommunications engineering or social science or first university degree with additional years of work experience. Training and knowledge of business analysis philosophies and methodologies an asset.

Experience: At least 3 years of post graduate, progressively responsible professional experience in business systems analysis and design in humanitarian service delivery. Experience with cash transfer programming and/or beneficiary identity management activities highly desireable.

Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.


  • Possession of a combination of broad business skills and IT experience including: General management skills in business and public sector, excellent business communications skills, business analysis including creation and review of functional and non-functional business requirements for IT solution, research and analysis, market analysis, benchmarking, industry best practices, etc.
  • Knowledge of and hands-on experience in cash based transfers (CBT) programming in humanitarian context
  • Awareness of operational processes and technologies used in the delivery of CBT in humanitarian context
  • Ability to identify business requirements and translate into terms understood by techincal staff
  • Possess change management skills and experience, with the ability to think strategically
  • Good knowledge and appreciation of IT trends and strategies including business vision and application technologies
