Counterpart International is currently seeking a Proposal Development Consultant to assist in the development of a USDA Food for Education proposal in Mauritania with technical experience or general familiarity in several of the following areas: agriculture, commodity distribution, nutrition, education, livelihoods, and the needs of vulnerable communities. This is a short-term consulting position based in Nouakchott, Mauritania, with possible travel to the southern region(s) of Mauritania. This consultancy will report to the Technical Specialist, Agriculture and Food Security, as part of the New Business Development team.

Duties and Responsibilities: The purpose of this consultancy is to provide administrative, program design, partnership development, costing and recruitment support to Counterpart International. In collaboration with representatives from Counterpart Headquarters, the consultant will support the following activities:

  • Partnership Development Identify and schedule meetings with key stakeholders, including local civil society organizations (CSOs), government representatives, and community members
  • Establish meetings with USAID/OFDA/USDA and other US government and international implementing partners and donors to develop coordination strategies
  • Attend meetings, take notes, and provide translation as needed.

Proposal Planning, Writing and Editing

  • Provide background information and contextual analysis for a Food for Education program in Mauritania
  • Review and contribute to proposal technical design, specific proposal sections, and proposal activities
  • Assist with background research and analysis, as well as collecting and translating/summarizing key government strategies/policies/documents
  • Provide commentary and content to the first technical draft to ensure that it is responsive to the RFA, and appropriate for the Mauritanian context
  • Review and provide comments on technical design and writin


  • Help post and disseminate job descriptions for local staff, and identify potential candidates
  • Complete a pricing template providing average salaries for local staff, operations, travel, and activities cost



  • Bachelor’s Degree in International Development, Agriculture Economics, Food Security, Education, or other relevant field of study
  • A minimum of 5 years’ relevant experience with large complex international development projects in Mauritania
  • Experience engaging with Mauritanian government officials around issues related to food security, nutrition, and education
  • Technical experience or general familiarity in several of the following areas: agriculture, commodity distribution, nutrition, education, livelihoods, and the needs of vulnerable communities
  • Fluency in French and Arabic, other local languages and dialects helpful; proficiency in English.


  • Prior experience working on USDA Food for Education proposal development, proposal assessment, and programming preferred
  • Past experience with US government development programs in Mauritania and/or West Africa and an understanding of their development approaches and techniques
  • Prior experience working on proposal development and proposal assessments preferred
  • Familiarity and experience with topics such as: literacy, nutrition, commodity management, and WASH, specifically in Mauritania and the Sahel region.
