Team Leader, Technical Assistance to enhance the Government of Rwanda's capacities in the agriculture sector for the sustainable use of land and water resources, value creation and nutrition security

Outline of the Programme:

The general objective of this contract is “To support the government in implementing the agriculture sector strategy, and in particular its contribution to the national development targets by enhancing food and nutrition security, the sustainable and efficient use of land and water resources, the development of agricultural high-value chains and the strengthening of Public Financial Management (PFM) capacities in the agriculture sector.”

Project Location: Rwanda

Qualifications and Skills:

  • Master degree (or equivalent academic qualification) or Bachelor degree with additional 3 years of professional experience in at least 2 of the discipline: International Development/Social Science/Economics/Agriculture/Agro farming or related relevant disciplines;
  • Excellent verbal and written communication skills in English (fluent);
  • Very good knowledge of PCM and of PRAG procedures is essential;
  • Strong facilitation, leadership and communication skills;
  • Excellent interpersonal skills;
  • Proven track record of professional experience in managing multicultural teams of technical specialists;
  • Good knowledge of standard software (Word, Excel, Power Point);
  • Proven skills at delivering methodological knowledge at different levels will be an important asset.

General Professional Experience:

  • At least 10 years of professional experience in developing countries with increasing level of responsibilities (longer experience is considered an added advantage);
  • At least 5 years of professional experience in sub-Saharan Africa;
  • Substantial international consulting experience in the agricultural and food security sectors would be an added advantage.

Specific Professional Experience:

  • At least 5 years of professional experience as team leader or project coordinator;
  • Experience as team leader of at least one sizable and long-term complex agricultural development project;
  • Proven record of accomplishment of professional experience with donor agencies working with local authorities, the private sector and civil society actors;
  • Involved in at least 2 projects under EU/EDF procedures;

Preferred additional experience giving added advantage:

  • Experience in M&E techniques; experience in training delivery; experience in advising Ministerial Officials at high level; number of complex projects managed and successfully accomplished.
  • Experience with the implementation of agricultural policy in sub-Saharan Africa.
  • Team Leader to a similar project in the region.
  • Ability to communicate in Kinyarwanda.
