What Skills Are We Looking For

The ideal candidate will have a good knowledge of the Philippines and its place in Asia’s political and economic landscape. S/he will have had significant level country / regional management experience of programming in a middle income country. Deep and wide experience and belief in Women's Rights is essential. Experience with humanitarian situations is essential. Prior experience with brokering multi – stakeholder partnerships and experience in developing and leading competitive bids is highly desirable. . It is crucial that the candidate has a good knowledge of the interface between civil society, private sector and government. The ideal candidate has to be entrepreneurial, a problem solver and keen to try out new things. Excellent communication skills, including fluency in English is essential. Knowledge of Tagalog is an asset.

We are looking for a leader who can motivate, engage and innovate. In addition, you will have demonstrable experience driving and delivering quality programming and promoting accountability. Either you are well networked in the Philippines, or you have an ability to develop networks. You have an understanding of the country and the regional context, gained through experience of local, national and regional power dynamics and socio-economic development trends..

You will have experience of driving the development of engender market-based solutions that bring about transformational change in the lives of communities. You have experience of brokering partnerships that give rise to new operating models between the public sector, business and civil society (such as NGOs, academia, and community-based organizations) to champion causes, spark new ideas, and transform thinking into measurable action.

The Role

As the Country Director you’ll be responsible for providing strategic leadership for the development and delivery of a high impact programme in a middle income country. It’s about supporting a diverse team in a fast changing environment to deliver programmes, programmes that work across the spectrum of development, humanitarian action and campaigns & advocacy work. You will be responsible for ensuring that robust and effective systems are in place for managing both programmes and budgets. A budget of four to ten Million USD per year. You’ll also take the lead in representing all Oxfam’s work within the country and that means building strong and effective working relationships and networks with stakeholders including national Government, the UN, other NGO’s and the private sector. In this fast-changing political and economic environment you’ll be expected to play a key role in the Country Leadership Team, working with all Oxfam affiliates o lead the implementation of Oxfam joint country analysis and strategy through high level analysis of factors driving poverty, marginalisation and vulnerability. Plus work with the Country Leadership team to identify and negotiate new funding sources in support of our work.

You will explore and test new ways of working in middle income countries, defining and developing a new partnership framework that position Oxfam within multi-stakeholder partnerships.
