Under the supervision of the Field Manager and in coordination with the Senior Program Manager, Field Officers and Program Coordinators, the Project Engineer will provide technical input into the implementation, and evaluation of the project infrastructure grants activities. The Engineer may also provide advice and suggestions to partner councils in project development phase. The engineer will responsible for review of project designs, visits to project sites, and overall quality control of infrastructure activities. In addition to these core tasks, the Project Engineer may be requested to support the work of Field Monitors in project evaluation. The position is based in Syria with frequent travel within the assigned province. Project Engineers may also be asked to travel to other provinces, security conditions permitting.


  • Ensure that all projects are implemented in accordance with sound technical, environmental and engineering standards.
  • Review project designs and specifications to ensure that all designs, drawings and bills of quantity (BOQs) are in accordance with sound technical, environmental and engineering standards.
  • Prepare a Quality Assurance/Quality Check plan for each project.
  • Incorporate environmental and safety impact mitigation measures into project design and monitoring plans.
  • Review activity timelines and monitor work plans to ensure infrastructure projects are on schedule and/or that any problems are identified and addressed in a timely manner.
  • Conduct monitoring visits to infrastructure project sites, including unannounced visits in order to monitor progress and ensure compliance with all requirements in coordination with Field Officers.
  • Assist in evaluating and prequalifying potential subcontractors or suppliers.
  • Assist in the tendering, evaluation and contract recommendation processes for project consultants.
  • Oversee pre-final and final inspection of all infrastructure works.
  • Provide technical review of all invoices for infrastructure subprojects submitted according to project invoice review procedures.
  • Participate, as needed, in final review and close out of grant activities.
  • Any other duties suitable to task and commensurate with ability.

  Required Skills & Qualifications

  • University degree in Civil Engineering or similar field of study.
  • Minimum 3 years’ experience in infrastructure project implementation as a Construction Supervisor, Resident Engineer, Design & QA/QC Engineer, Construction Manager, Contractor’s Site Representative or similar/equivalent.
  • Ability to work independently, think creatively and apply problem solving skills and provide technical supervision.
  • Ability to travel regularly within Syria to project locations.
  • Excellent interpersonal skills and an ability to manage a diverse range of concurrent activities and professional relationships.

  • Proficient oral and written communication skills in English.
