Final Evaluation of GOAL Turkey’s ECHO-Funded Protection and Health Programme in Turkey

Background

The current number of refugees in Turkey has reached over 3.1 million making Turkey the host of the largest refugee population in the world. Turkey’s Disaster and Emergency Management Authority (AFAD) has registered 2,744,915 Syrians under Temporary Protection. 90% of the refugee population are living outside of camps. Most of them are in need of urgent support in food, basic needs including food, winterization items, Non Food Items (NFI), shelter/rent and psychosocial assistance and language classes. The majority of refugee’s families are still living in unsanitary shelter conditions. This has worsened over time as savings and household resources are consumed and families have only limited access to sufficient incomes, or to consistent assistance. Poverty engenders growing risk of exploitation, forcing families into negative coping mechanisms.

GOAL Turkey, with financial support from ECHO, is working towards creating a multi-sector programme with a particular focus on health care programming with the Ministry of Health, protection and information dissemination for seasonal migrant agricultural workers and a direct implementation of a protection focused Special Needs Fund. GOAL Turkey currently operates in Killis, Adana and Gaziantep provinces.**Project**

Objectives

The proposed impact of the project is “*To Improve health and Protection of conflict-affected, vulnerable Syrians and marginalised migrants in Turkey*.” Through this project GOAL sought to achieve this result through two sectors – Protection (SNF/Legal support/Situational Analysis/NFIs) and Health (primary health care, ante-natal care, vaccination, translation, Social Services). Within the protection sector, GOAL employed a variety of modalities including direct assistance, referral, provision of cash assistance and direct distributions. GOAL implemented this project directly in the field (SNF) and through its partners Development Workshop (DW), Syrian Social Gathering (SSG) and the Ministry of Health (MoH).

Evaluation Purpose

The purpose of this evaluation is to assess GOAL’s performance and delivery of the ECHO-funded project according to OECD evaluation criteria. The evaluation will help GOAL to improve its future programming through lessons learned and best practices generated through this project.

In addition, it will provide feedback on the performance of a number of activities both piloted and scaled up during the course of the project.

Evaluation Project Tasks

Refine the evaluation objectives and primary research questions in consultation with GOAL Turkey’s and its implementing partners technical and management teams

  • Incorporate specific research questions regarding strategic programme areas undertaken during the programme
  • Devise and test a methodology and evaluation tools to address the specific objectives and individual research questions of the evaluation
  • Conduct secondary data collection and research, including using GOAL’s and its implementing partner existing project monitoring data, to identify gaps in data coverage and knowledge
  • Collect primary data to establish and quantify GOAL’s and its implementing partners performance against selected programme indicators
  • Collect primary data and secondary data through various stakeholders in Turkey to address the specific research questions of the evaluation
  • Provide an inception report, draft and final report to programme management that will be incorporated into ongoing programme planning and evaluation, as well as recommendations for maximising social impact
  • Facilitate a workshop to present the findings of the evaluation with GOAL and partners staff
  • Incorporate GOAL and its implementing partner’s feedback into a draft report and prepare a final report. The final report should both describe the results of the evaluation, and provide actionable recommendations for improving GOAL’s programme

Consultant Profile

For the purposes of this evaluation, GOAL welcomes international, and Turkish firms/teams - to apply.

The profile of the lead consultant is:

  • Individuals in academia, social research, or humanitarian evaluation with a background in humanitarian aid, Middle East studies, research methods, development economics, agricultural economics, development studies, or other related fields

  • Minimum 5 years-experience of conducting evaluations along DAC OECD evaluation criteria (experience evaluating ECHO projects desirable), ideally leading an evaluation team and experience of designing evaluation methodology / tools, data analysis etc.

  • Experience of working in humanitarian contexts and good understanding of humanitarian response work – both in programmes and operations

  • In-depth knowledge of quantitative and qualitative research methods

  • Competent in using statistical packages for quantitative and qualitative analyses

  • Excellent presentation and writing skills (fluency in written and spoken English is mandatory)

  • Capacity to work collaboratively with multiple stakeholders

  • Excellent analytical and writing in English
