Project Manager - CASH Assistance

Role & Responsibilities

Plan, develop, monitor and evaluate the assigned projects. This involves assessing beneficiary needs for cash and livelihood, designing future projects and proposals and initiating and effectively managing and reporting on the projects in line with the objectives, timeframe and budget. Provide leadership, strategic direction and technical support to the team and liaising with other stakeholders (and potential donors). Be responsible for working with government ministries, for the correct selection and registration of beneficiaries and for the cash assistance to them. Coordinate with the Project Officers and team leaders to ensure a correct, timely and effective execution.

Project Overview

In response to the ongoing crisis in Iraq, Medair’s programme is delivering emergency assistance to Iraqi IDPs, returnees and host communities in Dohuk, Ninewa, Kirkuk and Salah-al-Din. Projects include Emergency Health Response, Shelter and NFI Assistance, Multi-Purpose Cash Assistance and WASH. The Iraq programme operates within the Medair Middle East programme, collaboration, coordination and shared learning of projects is expected within the region.

Key Activity Areas

Project Management

· Manage the assigned projects in order to meet the project objectives within budget and within the allotted time frame and report promptly any operational concerns to line manager.

· Provide strong leadership of the assigned projects, working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local authorities and local staff.

· Contribute to development and implementation of an appropriate and effective strategy including proactive planning for responsible exit in consultation with staff, field managers and, where appropriate, with the local communities.

· Set clear objectives and indicators for project activities in collaboration with the staff and field managers.

· Continuously monitor and supervise project activities, evaluating progress through outputs and impacts using both quantitative and qualitative data, and involving the project team in analysis and taking appropriate action as needed to ensure continued progress.

· Provide input into the integration of beneficiary participation and accountability.

· Ensure accurate and timely reporting of activities according to Medair, donor and other applicable timeframes and formats.

· Develop new proposals, linked to the assessed needs and gaps and the Medair country strategy, in conjunction with the relevant field managers.

Information Management

· Monitor the data collection related to beneficiaries, Medair’s selection of households and the tracking of cash payments to beneficiaries in accordance with the bank.

· Ensure effective systems regarding database management and security are in place and maintained.

· Ensure data gathering is done according to the latest sector standards and results of lessons learned are integrated into the project.

· Exchange best practices with other actors working in data collection.

· Coordinate with other team members on IM development in the programme.

Staff Management

· Line-manage staff of the assigned projects, including day-to-day management, recruitment, development and training, performance reviews, etc. It may also be necessary to line manage other project staff.

· Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of project objectives and current work plans and to provide the opportunity for feedback.

· Provide coaching and technical supervision to staff in order to develop ownership and full responsibility for project activities.

· Assess the training needs of staff and ensure that appropriate training is conducted.

Financial Management

· Manage the budget for the assigned projects and ensure all expenses are according to budget and meet the Medair standards with regard to financial management, including accountability and good governance.

· Support the team where needed in the selection, the set-up and management of cash assistance modalities for the project, in alignment with sector standards of the concerned banking institutions.

Communication and Coordination

· Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned team, Medair in-country and HQ managers and advisors and other relevant stakeholders, with the objective of ensuring good cooperation and partnerships.

· Participate in relevant coordination meetings, other working groups or meetings Medair internal training, as required, representing Medair and feeding back to staff and field managers on relevant issues.

Logistics

· Liaise, as necessary, with the logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.

Quality Management

· Promote and use the Medair intranet, Box, Portfolio and other operating procedures, ensuring that all standardised formats are used and guidelines are followed.

· Ensure projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards i.e. Sphere and CHS standards.

Qualifications

· University or College Degree in a relevant field.

Languages

· Strong working knowledge of English (spoken and written).

Experience / Competencies

· 2 years post-qualification professional experience with at least 1 year project management experience in relevant context.

· Experience working on cash assistance, livelihoods or micro-credit projects in a humanitarian context desirable.

· Experience using GPS mapping and knowledge of GIS software desirable.

Experience in training, mentoring and coaching staff.

· Knowledge and understanding of humanitarian standards such as Sphere and CHS Standards.

Ability to manage project implementation.

Good numerical, report writing and administration skills.

· Able to enforce procedures; able to set clear objectives for staff and to delegate.

· Aptitude for community mobilisation and capacity-building.

· Creative, open-minded, flexible, self-learner; strong management skills are a must for this role.

Relief experience

· Professionals with 12 months or more relevant relief or development experience (Experienced Relief Workers).

· Professionals with less than 12 months relevant relief or development experience (New Relief Workers).

Specific benefits for New Relief Workers (IRS)

(Applicants with less than 12 months relevant relief or development experience)

· USD 300 per month.

· As soon as 12 months relief work or its equivalent has been completed, a salary based upon the grade of the position, and other experienced relief worker benefits.
