Protection within the Movement Manager

Formally the ICRC is the reference on Protection within the Movement. In reality, so far, the ICRC has historically chosen to invest itself in relation to its own protection programs. The Central Tracing Agency and the Family Links Network being the most structured mechanism, where the ICRC seeks to actively involve NS.

When it comes to detention work, and since a few years the ICRC has started to work closely with NS running advanced programs on immigration detention. Today it co-animates a small network of 9 NS who exchange their experiences related to visits to detained migrants on a peer to peer basis and identify good practices under the guidance of the ICRC. Moreover a detention module to support the National societies in their case management in detention activities is currently being developed (pilot deployment planned by the end of 2016 with the Australian RC). The Division has also engaged in a partnership with the Swedish, Belgian and Swiss Red Cross on developing support to victims of torture. It has done an initial mapping of national societies actives on detention issues (in places of detention, for families of detainees or ex-detainees).

Over the years, the ICRC received more and more requests for support/ advice regarding protection activities from NS; mainly, but not exclusively, in relation to migration (a considerable number was for example related to Health Care in Danger).

In 2016 the decision was taken to strengthen ICRC's ability to be the reference for Protection Issues within the Movement.

Purpose of the post

The Protection within the Movement Manager endeavors to support the ICRC in fully assuming its role of reference agency on Protection issues within the Movement.

He/she reports directly to the head of the protection Division. He/she coordinates with other colleagues within the Division and within other Divisions within the ICRC (in particular with DIR_GEN_MOUV).

He/she builds on and strengthens a network of interested parties within the Movement and is in direct contact with the key senior protection focal point / officers in the relevant National Societies.

Main duties and responsibilities

The incumbent will the work / initiative to reinforce ICRC's position as reference for protection within the Movement and as such strengthen the overall capacity of the Movement to protect.

He/she supervises the work of an adviser working on the dissemination of existing protection standards within the Movement

He/she is responsible for developing a strategy for the ICRC that outlines the overall objective and concrete deliverables that will enable the Institution to better assume its lead-role in the domain of protection within the Movement.

The person is responsible for:

  • Mapping existing NS activities and competencies/capacities in the domain of protection;
  • Elaborating an overview of NS partnering with external actors in the implementation of protection activities;
  • Identifying needs for support and training in delivering protection response;
  • Creating a network of peer-to-peer protection practitioners within the Movement (National Societies) willing to support each other and as such involve these NS in the overall endeavor of increasing and improving the collective Protection response of the Movement;
  • Promoting a common understanding and language on Protection across the board;
  • Promoting and ensure compliance with relevant standards for protection work by NS engaged in protection work. This entails both mainstreaming protection into overall programming (Sphere standards) and following set standards when implementing protection activities (Professional standards for Protection work).
  • (Related to the above), preparing/supporting training[1], e-learnings, setting up an exchange platform, promoting publications.
  • Ensuring coordination with the International Federation in this field

S/he manages directly at least one colleague (expert on protection, with good knowledge of the Movement) and coordinates with several colleagues in the divisions working directly with the Federation or NS, as well as with the Division in charge of relations with the Movement

Education and experience required

  • Several years of experience in Protection within the Movement (ideally in connection with migration, forced displacement, refugees)
  • Confirmed knowledge of existing standards in Protection
  • Capacity to create and animate a network (community of concern) within the Movement

Desired profile and skills

  • Data Management tolls and Data Protection
  • Working procedures in Detention, Child Protection and Restoring Family Links

Minimum length of assignment: 3 years - extendable 1 year – family posting

[1] We are already fairly advanced in setting up a collaboration with NORCROSS to organize two regional workshops in 2017 bringing together NS having protection activities to discuss standards in relation with concrete issues such as Migration/IDPs, HCiD, Protection of Schools, Child Protection.
