Chief of Party for Project Proposal

The IUCN’s Regional Office for Mexico, Central America and the Caribbean is identifying candidates for Chief of Party (COP) for a competitive proposal to be submitted to USAID for an expected duration of five years related to management of biodiversity and coastal areas in Central America (Honduras, Guatemala, El Salvador and Nicaragua). It is anticipated that this project will contribute to climate change adaptation and mitigation by improving critical coastal and marine areas and resources, livelihoods and reduce poverty and ecosystem degradation key drivers.

The application process for COP identification will result in a selection of the more competent and best suited candidate who will be included in the staff list and with whom a commitment exclusivity agreement will be signed. The formal contractual process will depend upon the award of the grant provided by USAID.
S/he will be responsible for the overall planning, monitoring and management of the project. S/he will provide dynamic and effective leadership and strategic insight and support for the implementation of the project in prioritized areas of the different transboundary areas, at local, national and regional levels. S/he will be responsible for an effective integration of the different components of the project to ensure project impacts are achieved.

The Chief of Party will directly supervise and provide technical support and guidance to the interdisciplinary team, including IUCN staff as well as the members of the consortium working within the project as well as to other members, partners, contractors, communities and organizations at local, national and regional levels.

The Chief of Party will coordinate with other USAID, US related projects and other initiatives to capitalize on the efforts and resources invested in complementary activities, and to leverage partnership and resources ensuring also capacity building for the sustainability of the project results.

She/he will ensure compliance with all project commitments, including delivery of quality reports and compliance with performance indicators. S/he will be accountable for supervision of the project staff and coordinate with consultants on agreed scopes of work and subsequent deliverables hired for this project and serve as the principal liaison with donors and program partners; in particular s/he will ensure the compliance with institutional branding and marking.

The Chief of Party will ensure that the project promotes gender equality, youth participation and avoids adverse impacts, and strongly supports communication and knowledge management within the project and throughout the region.
