Organizational Setting
The objectives of the Division of Communications and Strategic Partnerships (DCS) are:
  • To sustain and increase public awareness of ICPD and UNFPA’s work by fostering relations with donors, civil society and other partners, and provide public information about the Fund using new communication technologies and social media;
  • To secure financial resources necessary to sustain UNFPA’s operations for ICPD;
  • To lead and develop organization-wide efforts and initiatives to forge new and strategic partnerships to mobilize quality resources for UNFPA’s operations; 
  • To lead UNFPA’s response to the changing environment for resource mobilization and partnerships;
  • To contribute to the development of new UNFPA policies and strategies as they relate to the support of traditional donors, emerging and new donors, the civil society and the private sector;
  • To ensure that information within the Fund is communicated among all levels of the organization and regions in a consistent and timely manner;
  • To ensure proper and effective management of the Division’s operations.
  • To engage with Japanese stakeholders in particular, UNFPA seeks to establish a dedicated resource to manage Japan based relationships. S/He will report to the Director of DCS. 
  • Under the leadership of the Director, and in collaboration with the Resources Mobilization and Strategic Partnerships Branches (RMB and SPB), the Chief, Tokyo Office is responsible for representing UNFPA in Japan, establishing, growing and managing relationships with the Government of Japan, civil society organizations, parliamentarians, media, academia and private sector partners in Japan.. 
Job Purpose
The Chief, Tokyo Office will be responsible for advocacy, external relations and public information to enhance and increase visibility, policy and financial support for the UNFPA, its mandate and agenda in Japan:
  • Engage at a high level across all sectors – in particular facilitating relations between the Executive Director and top decision makers within the Government of Japan;
  • Have a deep understanding and appreciation of the Japanese culture and norms; 
  • Use the limited resources strategically to develop strong and focused partnerships to deliver on organizational priority areas effectively.
  • Engage at a deep political and sufficiently technical level with government – to grow UNFPA/Government of Japan relations, with regards to resource mobilization, and political support for UNPA’s mandate and work.
Qualifications and experience
  • Advanced university degree in the field of   Demography, Population Studies, Public Health, Gender, International Affairs, or Social Sciences, required.
Knowledge and Experience
  • At least 15 years of senior level working experience, representing organizations/offices, at national and international levels in international development work, international relations, media/advocacy experiences, social science, political science, including advising senior management;
  • Extensive representational experiences are essential. 
  • Profound knowledge of population related issues is required;
  • Solid and long-term working experiences at field level, leading and managing population programs with advocacy and fund raising in developing countries are required. 
  • Knowledge of NGOs and the resource base of Development Assistance in Japan, including the media;
  • Profound knowledge of  UNFPA programs and policies, knowledge of international development policies and institutions and international politics;
  • Excellent public speaking skills with passion, and effective representational role, required.
  • Excellent interpersonal and communications skills, negotiation skills and managerial skills required;
  • High level Japanese language skills in diplomacy and politics ( both in writing and speaking) and fluency in English  are required;
  • High level Japanese language skills in diplomacy and politics ( both in writing and speaking) and fluency in English  are required;
  • French, Spanish, Chinese and other UN language skills are assets in managing development program proposals from different regions,  and important events such as TICAD (African development)
