Project Overview
Pact is recruiting a Chief of Party for an upcoming USAID-funded project that will support decentralization, anti-corruption, and media work in Cambodia.
Position Purpose
The COP will be responsible for the technical leadership and administrative oversight of the project and will also serve as the primary liaison to USAID, the Royal Government of Cambodia, and other key project stakeholders. This position is contingent upon award of funds.
Key Responsibilities
Responsible for the overall technical direction of the project and management of project activities, providing direction and support to the project team.
Provide technical leadership to ensure high quality programming to achieve project results.
Serve as Pact’s liaison to donors, partners, and the Royal Government of Cambodia.
Oversee project planning (i.e. development of work plans and operating budget) and reporting (i.e. review and approve periodic budgets and reports).
Manage project budget to meet expected results, ensuring cost-effective use of Pact and funder resources.
Provide administrative and program support for management of grantees, including identification and administration of sub-grants to local NGOs.
Ensure that Pact provides high quality technical assistance to local partners and stakeholders; conduct regular monitoring and mentoring visits to local partners and stakeholders.
Ensure that funder and Pact reporting requirements on program impact are met.
Ensure close coordination with other relevant initiatives in country.
Represent Pact at conferences, working groups, and meetings to support Pact’s thought leadership in decentralization, anti-corruption, and media in Cambodia and the region.
Oversee and mentor the project team.
Provide regular written/oral program progress updates as requested.
Perform other duties as assigned.
Basic Requirements
At least 7 years of experience in a senior role managing decentralization and/or anti-corruption programs in a developing country context.
At least 3 years of experience supporting relevant programs in the field.
Demonstrated track record in successfully building and effectively managing diverse teams of employees.
Demonstrated expertise in decentralization and anti-corruption.
Demonstrated effective interpersonal skills, creative problem-solving, and ethical management.
Prior experience working on civil society, local governance, or decentralization in Cambodia or similar environment.
Prior experience in Southeast Asia.
Master's degree in a relevant field, such as political science, public administration, public policy.
Professional level English ability - both written and oral.
Preferred Qualifications
Prior experience with decentralization and/or anti-corruption in Cambodia.
Prior experience with media programs or programs with significant media components.
Knowledge of the political and social context in Cambodia.
Prior experience as a Chief of Party, Project Director, Team Leader or a similar senior level management position strongly preferred.
Knowledge of Khmer.
Experience managing USAID contracts and cooperative agreements.
