INFORMATION MANAGEMENT OFFICER

Information Management Officer (IMO) will be responsible for overseeing data management, analysis and maintenance. S/he will also be providing technical assistance to CARE staff and local implementing partners specifically on the use and development of information management tools and platforms.

Responsibilities

Job Responsibility #1 - Information management and analysis 60%

  • Design, develop and manage databases, spreadsheets and other data tools; ensure the quality of high-value data for accuracy and consistency; consolidate information on a regular schedule to support analysis
  • Organize, design and carry out evaluation and analysis of datasets
  • Maintain repository of means of verification (MOVs) and other documents using appropriate system/tools.
  • Feedback processed data regularly to project staff, partners and other stakeholders.

Job Responsibility #2 - Visualization 20%

  • Transform data/information in reader-friendly forms for use by internal and external stakeholders.
  • Produce and update information products such as reports, charts and infographics

Job Responsibility #3 - Capacity development and mentoring 20%

  • Provide training and expertise on the use and development of information management tools and platforms to CARE staff and partners

Qualifications and Requirements

Problem Solving

Considering the project operational context, the position will require all three types of problem solving at different stages, but will mainly be faced with the first and second types, considering the project outcomes, outputs and key activities have already been defined; however, activities would have to be adapted to the context and the type of commodities.

Qualifications (Know-How)

Education/Training Required: Bachelor’s degree in statistics, computer science or in any relevant field

Desired: Training on knowledge management, data analysis and processing, visualization and will be considered as an advantage.

Experience:

Required:

· At least 3 years’ experience in development or humanitarian program

· Experience in information management, information systems, data management, data visualization or other related area

· Experience in capacity development programs for community-based livelihood/enterprises development

· Excellent analytical skills and experience in Excel, Access and statistical packages

· Knowledge of quantitative and qualitative research methodologies

· Demonstrated ability to describe technical problems and solutions to a non-technical audience

· Demonstrated understanding of gender and protection mainstreaming and issues of vulnerabilities.

· Experience working within a multi-disciplinary team

Desired:

· Experience or good knowledge of the VC commodities: abaca, cassava, herbs, vegetables and seaweeds and root crops.

· Good understanding of value chain development and or social enterprise operations

Technical Skills

Required:

· Strong management, coordination and mentoring skills

· Decisiveness - the skill and ability to quickly assess the situation, and make decisions that will move project initiatives towards achieving intended outputs and outcomes. Ability to quickly assess problems, make decisions on potential solutions, and clearly articulate this to CARE staff, local partners and relevant stakeholders.

· Ability to set priorities for self and team, and ensure these priorities are addressed.

· Ability to keep focused on the overall project strategy while developing capacity development interventions and delivery approaches that are sensitive to geographic, cultural, gender and political realities in operational areas.
