Role & Responsibilities

Lead and support the development and implementation of Medair’s monitoring and evaluation strategy and systems at international and field levels. Ensure Medair adheres to international guidelines and standards, strong beneficiary and donor accountability, and meets the reporting needs of other internal and external key stakeholders. Provide technical advice and coordination on M&E to headquarters and field programmes, and train and capacity build Medair field staff involved in M&E of relief and recovery programmes, in order to increase impact and effectiveness.

Project Overview

Medair HQ provides operational guidance for country programmes and activities, along with both technical and compassionate support for our relief workers. Within our headquarters, we are also responsible for promoting the work of Medair to the world, to raise and manage the funds needed to run our life-saving and sustaining programmes. Our headquarters teams are also responsible for recruiting international and HQ staff, and like our field teams, we are committed to serve the world’s most vulnerable with practical and compassionate care.

Internationally recruited field and headquarters staff lead the organisation, supported by nationally recruited staff to implement programmes locally.

Key Activity Areas

Strategy & System Development

· Develop and implement a Medair global monitoring and evaluation strategy and policies for field operations in consultation with HQ Advisors and the Programmes team.

· Support development and implementation of an M&E system with linked field oriented M&E tools and guidelines. The M&E Advisor will be expected to initially improve the existing HQ and field level M&E systems.

Quality Management

· Improve the quality and coherence of monitoring and evaluation between projects and across Medair country programmes, by assisting and supporting country programmes in the development and regular review and monitoring of their M&E strategies, frameworks, and plans.

· Support and advise on the monitoring of HQ level metrics such as sectoral quality performance and sectoral perspective.

· Provide timely and evidence based M&E advice and support as needed to the Head of Country Programmes (HCP), HQ and field sector advisors, and field M&E focal points on: M&E planning and implementation including survey planning (qualitative and quantitative); baseline assessments; log frames; M&E plan development; ongoing data collection; and periodic evaluations.

· This role includes travel to field programmes as well as to review M&E sections of key proposals, reports and surveys prior to external submission, as needed.

· Maintain and share knowledge of best M&E practice in the humanitarian sector including statistics, data collection, and research methodology, and stay informed on academic M&E issues, innovations, and guidelines to inform and improve M&E in programming.

· Encourage retention of M&E institutional memory at HQ level by advising on and communicating lessons learned for the benefit of present and future Medair wide projects.

· Provide input into the design and evaluation of the Technical Advisors Team Plan.

Training

· Develop and implement a plan for organisational capacity building on M&E.

· Assess and support relevant field staff in country and HQ level programme monitoring and evaluation.

· Create internal training materials and resources and provide training to staff at appropriate venues.

Human Resources / Staff & Consultants Management

· Advise on the technical competency of existing and potential new M&E staff for various M&E roles, as well as conducting technical interviews of key M&E field staff as requested.

· Provide recruitment advice, guidance and oversight to field teams for managing consultants and / or organisations contracted to implement baseline surveys, evaluations and special studies.

· Give technical input to performance appraisals of key M&E field staff as requested.

Representation

· Represent Medair as the technical expert in M&E.

· Develop and maintain public health and humanitarian oriented statistical and M&E networks in order to share ideas, best practices, lessons learned, and stay informed on current M&E related humanitarian aid trends.

· Speak on behalf of Medair concerning M&E issues to the humanitarian community, and media.

Communications & Fundraising

· Review communication and fundraising material related to M&E or global or HQ level metrics.

· Build Medair’s institutional profile by writing, reviewing, and supporting the collection and use of high quality data and technical articles for publication, speaking at relevant professional conferences.

· Collaborate with M&R to improve measurement, documentation and sharing of Medair’s global achievements and impact such as in the annual report.

· Provide support as requested for M&E focal points with input from field and HQ sector advisors, on M&E elements of other external and internal communications and reports.

Financial Management

· Manage the M&E portion of the Technical Team budget.

· Recommend M&E related budget items at headquarters within approved strategy.

This job description covers the main tasks and conveys the spirit of the sort of tasks that are anticipated proactively from staff. Other tasks may be assigned as necessary according to organisational needs.

Qualifications

· Relevant Graduate or Postgraduate degree or equivalent experience.

· Demonstrated training and experience in M&E of international humanitarian programmes using qualitative and quantitative data collection methods.

· Graduate or Postgraduate degree in statistics, epidemiology or public health desirable.

Languages

· Strong working knowledge of English (spoken and written).

· Working knowledge of French (spoken and written) is an asset.

Experience / Competencies

· 3 years minimum experience in measurement and evaluation of international programmes - including public health - in development and relief settings.

· Demonstrated success in developing and implementing M&E strategies.

· Several years proven experience with managing humanitarian M&E systems including logical framework and M&E plan design, conducting quantitative, qualitative and participatory surveys at field level, training in M&E planning and implementation, and report and proposal writing.

· Proficiency using SPSS, STATA, or SAS and/or SMART –ENA software.

· Ability to process and synthesise large amounts of complex data into readable and concise formats against tight deadlines desirable.

· Qualitative and quantitative research skills required, including but not limited to study design, survey instrument design and use, sampling, mapping, database development and management.

· Self-motivated, energetic, hard-working, servant-hearted.

· Team-player with good inter-personal skills.
