Learning, leveraging, and thought leadership for Pact’s core technical areas
Ensuring quality programming through technical support and monitoring
Contributing to innovative program design, monitoring and evaluation
Position Purpose
The position supports the Capacity Development team within Integrated Program Advancement. S/he provides strategic support to a portfolio of projects specifically focusing on French speaking portfolios, develops tools and materials, and trains and mentors staff globally. The Specialist reports to the Senior Advisor of Capacity Development.

Key Responsibilities
Learning, leveraging and thought leadership
Develop toolkits, edit / review donor reports, create and revise conference and presentation material, and provide other support for projects / countries assigned. The focus for the development of new toolkits and revised materials will be for French speaking audiences.
Collect success stories, tools, and project innovations that can be tested and used in other contexts.
Support the design of Learning Reviews, in particular in French speaking contexts. This requires close collaboration with the Results and Measurement technical team as well as country office staff.
Deliver e-learning, including through webinars, video courses, podcasts, social networking platforms, and infographic. The focus for the development of e-learning will be for French speaking audiences.

Ensuring quality programming
Support country offices through in-person and remote mentoring, training and knowledge transfer around key capacity development tools (i.e. Organizational Capacity Assessment, Organizational Performance Index, Network Analysis) and skills (i.e. facilitation, mentoring & coaching, training, presenting).
Support country offices through in-person and remote mentoring, training and knowledge transfer around key organizational development areas (i.e. human resources, financial management, strategic planning, program management, and communications).
Collaborate closely with the Health or Natural Resource Management technical teams to ensure capacity development and systems strengthening is integrated into project delivery. This requires inputs into project work planning, tool development, research initiatives, and learning reviews.

Innovative program design, monitoring and evaluation
Support research related to capacity development, for example reliability and validity studies of tools, and draft articles, blogs, and other types of materials for internal and external publications.
Support the integration of capacity development in natural resource management or health programming.

Basic Requirements
Bachelor’s degree in Natural Resource Management, Public Health, Education, International Development, Public Policy or related field
4 years of experience working in international development (2 years of experience if candidate has a Master’s or higher degree), including the capacity development of and partnership with local civil society organizations and government institutions
2 or more years of experience working in / living in a low income country
Experience in appreciative inquiry, collective impact, Future Search, or other participatory and beneficiary focused approaches
Experience designing, adapting and implementing organizational assessment tools
Comfortable in small and large group facilitation, leading focus group discussions, and training
Ability to establish and sustain interpersonal and professional relationships with Pact staff, donors, local partners, host governments and other implementing organizations
Proficient with Microsoft Office programs
Excellent written and oral communications, including previous experience in developing toolkits, journal articles or other publications
Ability to analyze data with basic statistical methodologies and present data in visual ways to be used for decision making
Travel up to 60% of time
Fluency in French and English
Preferred Qualifications
Experience using Adobe InDesign, Photoshop, or Adobe Illustrator
Experience in designing and leading e-learning through video courses, webinars, and e-mentoring
Experience with social network analysis and mapping programs
