Grants Manager (Syria Portfolio)

We are looking for a highly qualified Grants Manager (GM) for Syria portfolio 
 
Who are we? 
DRC has been working in the MENA region since 2003 and is currently one of the few international organizations registered and operating legally in the countries of Iraq, Syria, Lebanon, Turkey, Libya and Jordan. Since 2013, DRC has been operating as the largest INGO responding to the Syrian crisis in Syria and Lebanon and has assisted over 1 million refugees and IDPs a year. DRC has been actively operating in Syria since 2008, mainly supporting refugees. In June 2012, DRC was authorized by the Syrian Ministry of Foreign Affairs (MoFA) to expand its humanitarian efforts and provide assistance to IDPs and the vulnerable resident population countrywide. Since then, DRC activities have been focused on NFI distributions, Shelter, WASH, Protection, Education, Livelihood and Mine Risk Education in six Governorates (Damascus, Rural Damascus, Dara'a, Aleppo, Hama, and Homs). Protection/community service activities are provided to beneficiaries through 6 Community Centers (CCs). 
 
About the job 
You will be based in Beirut, but will be working remotely with Syria team that are based in Damascus, for the Syria portfolio. 
Your role will be to provide day-to-day oversight of a number of projects within a specific portfolio. The Grants Manager is the focal point for all grant management, donor reporting, and information management within their portfolio. The Grants Manager also provides key support to the Programme Development Manager (PDM) in programmatic and budgetary monitoring, compliance with donor and internal DRC rules and regulations and other key functions as required.  
 
Duties and Responsibilities 
Project Development 20% 
• Support PDM in the development and coordination of high quality concept notes, proposals and budgets in the appropriate format for submission to HQ for review and to donors where applicable. 
• Assist  PDM in reviewing agreements and agreement modifications for successful tenders 
• Support PDM in revisions of proposals, concept notes, budgets and budget narratives  
• Maintain up-to-date information on donor priorities and funding opportunities 
2. Grant Management 50%  
• Support PDM in the preparation, coordination and follow-up of grants operations meetings (grants opening, closing and review meetings), and lead meetings and/or field level as requested by PDM or when needed.  
• Review BFUs, consolidated spending, implementation, procurement and staffing plans for each projects and flag up discrepancies to PDM and the  team  
• Provided technical guidance on DRC and donor regulations to ensure compliance within operations, and program implementation is taking place.  
• Monitor compliance of programs with donor and DRC requirements and raise issues affecting external/internal compliance to PDM. 
• Lead and facilitate in advising compliance guidance on (no) cost extensions, budget amendments, changes to log frame to the team, prepare necessary documents and submit to donor/HQ. 
• Liaise with external key donors relating to specific grant programmatic issues   
• Ensure quality information management through regular maintenance of grant files, developing compliance sheets, updating of internal DRC documentation and other Grant Unit tools. 
• Maintain the grants and report tracking system such Grants Monitoring system (GMS) and Grants tracker, ensure monthly basis reporting tracker is disseminated to the team. 
• 3. Reporting 30%  
• Lead day-to-day aspects of donor reporting processes to ensure the timely submission of high quality programmatic reports, and coordinate with the Finance team to ensure timely submission of budget modifications and financial reports. 
 
About you 
To be successful in this role you must have: strong English writing and speaking skills, and expereince in grant management. You will have good skills in working remotely with the team and good understanding of the context.

Required qualifications 
 
 
• Minimum BA in international development, International relations or related degree. 
• At least 2 years’ experience in  grants management experience and familiarity with USG (OFDA), European (DFID, ECHO, DANIDA, SIDA), and UN (UNHCR) donor regulations, procedures and requirements; 
• High proficiency in English writing and advanced understanding in using Microsoft office such as excel and word 
• Familiarity with international standards for key program areas ( protection,Education, WASH and Shelter); 
Desirable qualifications

• Excellent communication, people management and analytical skills; 
• Good understanding of project design, planning and implementation and in use of log frames or developing projects; 
• Experience in MS Excel and familiarity with budgeting; 
• Excellent organizational skills and ability to determine priorities and meet multiple deadlines; 
• Detail-oriented with good multi-tasking abilities and communication skills, both oral and written; and 
• Able to work well both within a team and independently, in a challenging and fast-moving multicultural environment; 
• Able to work under pressure. 
 
We offer 
DRC will offer the successful applicant a 6 months (Maternity cover) contract. You must be available to start work from December 1stand be willing and able to work in Beirut, Lebanon.
