Job Title: Logistics Officer
Reporting to: Logistics Coordinator
Job Location: Dublin with travel to the field (70/30)
Length: 12 months
The Logistics Officer is responsible for supporting the logistics function in a number of assigned countries where GOAL is operational. The role involves detailed review and analysis of country reporting and ensuring compliance with GOAL’s processes and systems including; procurement, assets, stocks, fleet and insurance. In addition, the role has an emergency response capacity and the officer is required to travel to various countries to support the logistics functions based on the agreed ToRs.
Key Responsibilities: Field Support – act as a daily support to country logistics departments in all aspects of their work and follow up on queries as they arise. Advise where possible and/or refer to the Logistics Coordinator in Dublin.
- Ensure timely country reporting. Analyse and review any issues with the in-country logistics teams arising from these reports; monitor/implement recommended improvements.
- Review the Internal Audit reports for the field offices in respect of logistics and monitor the changes/actions.
- Ensure that the logistics manual, any issued guidelines and compliance requirements have been strictly adhered to and to review high value procurements.
- Assist country teams with the procurement of supplies and services that cannot be sourced locally or are sourced through HQ framework agreements. Compliance – understanding GOAL and donor requirements. Support and advise the Operations, Finance & Compliance teams to ensure that these requirements are strictly adhered to by field and Dublin offices.
Insurance - Monitor the necessary insurance requirements in countries and ensure an annual review is completed. Assist in the procurement of external insurance if required by field offices.
Meetings and representation :
- Represent the Dublin logistics office at various meetings as required.
- Support the operations team with new project proposals and technical logistics support.
- Ensure that logs/finance cross over meetings are held in the field and advise on actions as required.
Training – attend, deliver or source suitable training based on gaps within the logistics team, both in the field and Dublin.
Roving logistics team (RLT) – assist in the drafting of TORs for the field trips of GOAL’s roving team. Discuss with countries and roving team and provide full briefing package to the roving team prior to trips. Follow up with RLT and countries on any action points resulting from these roving trips.
Recruitment – assist as required with technical interviews for international logistics placements. Briefing and induction of outgoing international staff with regard to GOAL logistics policies and in-country issues.
Emergency preparedness and response –
- Remain up to date on GOAL logistics procedures and participate actively in implementing these in emergency responses, either from Dublin or field location.
- Input into the emergency response documents based on lessons learned.
- Travel to the field during in the initial phase of an emergency when requested. Special projects – Undertake special projects as agreed with the Head of Logistics.
Other - undertake other tasks relating to GOAL logistics activities as required.
- Degree level education or 2 years field experience
- Previous experience in logistics, preferably within the humanitarian sector.
- Proven administrative skills and the ability to work to deadlines.
- Good analytical capabilities.
- Good overall computer skills (MS Office).
- Demonstrable team building skills.
- Effective communicator with ability to engage and support GOAL’s teams in the field and across functions in head office.
- Willingness to travel to the field.
- Basic knowledge of institutional donor requirements.
- Previous experience in field based logistics, within the Humanitarian sector.
- Knowledge of other languages: French, Spanish, Turkish or Arabic preferred.
- Previous experience with warehouse management.
