NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Norwegian Refugee Council is operating in Iraq since 2010 to respond to the needs of the most vulnerable people affected by on-going conflict in the region. It has its country office in Erbil, KR-I and has area offices in Erbil, Dohuk ,Kirkuk and Baghdad.

Job description

  • Generic responsibilities:
  • Ensure adherence with NRC policies, tools, handbooks and guidelines
  • Implement delegated ICLA programme portfolio according to plan of action
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist
  • Promote and share ideas for technical improvement

  • Specific responsibilities:
  • Through mobile group information sessions and radio shows, raise awareness on RCD & HLP rights and procedures among beneficiaries
  • Provide beneficiaries with mobile counselling services (i.e. legal advice and referral) on RCD & HLP rights, procedural requirements and how to exercise them;
  • Referral of beneficiaries who are unable to claim or realize their RCD or HLP rights on their own to ICLA’s Legal Officers or external partners for legal assistance services
  • Input and update beneficiary data into ICLA’s case management tools, and periodically disaggregate and analyze data gathered during information & counseling activities in order to identify trends;
  • Compile up-to-date information on relevant RCD & HLP laws, procedures, and practices
  • Advocate for recognition of the RCD & HLP rights of displaced persons when engaging with stakeholders, including building owners, local authorities and humanitarian partners
  • Undertake regular monitoring & evaluation of ICLA activities, and contribute to monthly progress reports on activities, highlighting any technical or operational successes
  • Adhere to ICLA policies, donor agreements, work plans, budgets and procurement plans
  • Adhere to NRC’s Human Resource, Financial, Logistics & Security policies and procedures, and coordinate with these support departments to ensure timely implementation of ICLA activities
  • Any other task relevant to the position as requested by the line manager


  • Generic professional competencies:
  • Experience from working as a Project Officer in a humanitarian/recovery context
  • Documented results related to the position’s responsibilities
  • Strong communication, interpersonal, analytical and negotiation skills
  • Proven skills and experience in report writing, and representing an organization in public forums
  • Ability to prioritise responsibilities, carry out multiple tasks simultaneously, and meet deadlines

  • Context/ Specific skills, knowledge and experience:
  • A University degree in law is preferred; alternatively a degree in social science, political science or related subject will be considered
  • Previous experience in the Protection sector, including familiarity with RCD and/or HLP laws, procedures and practices operative in Iraq
  • At least two years experience in delivering awareness raising sessions, and/or as provision of one-on-one counselling and referral services to vulnerable beneficiaries
  • Proven skills and experience in case management and referral mechanisms
  • Advanced computer skills, especially in Word, Excel, Power Point and Outlook
  • Fluency in written and spoken English and Arabic/Kurdish.

We offer

  • The starting salary for the position is IQD 2,535,366 and health insurance. We provide contract until 31st December 2016 with possible extension.
