Community Services Programme Manager

Damascus

We are looking for a highly qualified individual to have overall responsibility for design and implementation of Community Services within DRC Syria Programme. 
 
Who are we? 
DRC has been working in the MENA region since 2003 and is currently one of the few international organizations registered and operating legally in the countries of Iraq, Syria, Lebanon, Turkey, Libya and Jordan. Since 2013, DRC has been operating as the largest INGO responding to the Syrian crisis in Syria and Lebanon and has assisted over 1 million refugees and IDPs a year. DRC has been actively operating in Syria since 2008, mainly supporting refugees. In June 2012, DRC was authorized by the Syrian Ministry of Foreign Affairs (MoFA) to expand its humanitarian efforts and provide assistance to IDPs and the vulnerable resident population countrywide. Since then, DRC activities have been focused on NFI distributions, Shelter, WASH, Protection, Education, Livelihood and Mine Risk Education in six Governorates (Damascus, Rural Damascus, Dara'a, Aleppo, Hama, and Homs). Protection/community service activities are provided to beneficiaries through 6 Community Centers (CCs). 
 
About the job 
The Community Services Programme Manager is responsible for the coordination and supervision of the activities related to community and protection service targeting IDPs and Persons of Concern for DRC Syria. S/he will provide programmatic and operational oversight for the program, including overseeing the smooth functioning of 6 established community centers, setting up 2 new women children centers, and overseeing the running of 1 Family Meeting center. S/he will also oversee the design, development and roll out of the protection monitoring system through the country. S/he will responsible of a large team and community volunteers and social workers staff development , explore for new partnerships with local organizations and local authorities, and strengthen community-based association organizational and technical capacity in Protection. The post-holder will lead monitoring, evaluation and reporting for the project and contribute to the development of new project proposals. 
 
Duties and Responsibilities 
Strategic programming 
  • Contribute to the development and review of the country protection strategy while ensuring the harmonization of SOP and best practices   
  • Ensure systematization of quality control mechanism and transparent and effective reporting process across the different Community Centers 
Grant Proposals writing and Reporting 
  • Provide support in the preparation of monthly, and quarterly report 
  • Participate in the drafting of new proposal and in the project revision  
Program management and activities implementation 
  • Ensure compliance with donor requirements and DRC’s administrative, logistical, and financial procedures
  • Create and execute a work plan, financial forecast and related systems to ensure that project deadlines are met and targets achieved
  • Oversee annual, monthly and weekly implementation plan development, and internal and external reporting, in participation with team members 
  • Supervise the delivery of quality protection, GBV and Child Protection oriented services within DRC’s community centers, women and children centers, family meeting center and juvenile center, and ensure smooth administrative and operational functioning, including oversight for case management and the development and strengthening of a referral pathway
  • Design and develop community training and Information, Education and Communication materials to educate men, women and youth about general protection issues, GBV and women’s and children’s rights, the referral pathway, and basic psychosocial support at community level
  • Oversee the development of organizational and technical standards operating procedures, training materials for DRC’s and Community Centers staff and partners
Monitoring, Evaluation & Learning 
  • Develop monitoring systems and provide regular reports on program activities for donors as well as for internal learning and appropriate program adjustments due to new opportunities/challenges 
  • Develop and harmonize monitoring and evaluation tools used by the Community Center and protection teams 
Team Management & Capacity Building 
  • Recruit, train, and mentor program staff including in areas such as monitoring and evaluation including use of specific databases, reporting, women and children’s rights, protection monitoring, and community mobilization techniques
  • Provide leadership, guidance, and support to the DRC’s and Community Centers staff through regular supervision and feedback on performance 
Coordination & Representation 
  • Promote relations and coordinate activities with other humanitarian actors and partners, donors, and local authorities
  • Actively participate to coordination mechanism ensuring advocacy and agenda setting are consistent with DRC Country Strategy and Mandate

To be successful in this role you must have: 
 
Required qualifications  
  • BA in Project Management, International Cooperation, Sociology, Psychology or any other relevant diploma/training in protection or community mobilization/services 
  • 5 years of progressively responsible professional experience with an international NGO in program design, implementation, monitoring and evaluation
  • 3 years of progressively professional experience in protection programming in a refugee/IDPs related crisis, including community-based protection and if possible Gender Based Violence en Child Protection
  • 2 years of demonstrated professional experience and skills in grant proposal & budget development (mainly with ECHO, OFDA, UNHCR, DFID, etc)
Desirable qualifications 
  • Master degree in International Development/Community Development 
  • 2 years of recent experience in Middle-East, preferably working on the Syrian Crisis 
 
We offer 
DRC will offer the successful applicant a 12 months contract, renewable dependent on both funding and performance. You must be available to start work as soon as possible and be willing and able to work in Damascus, Syria.
