Throughout 2015 an increasing number of migrants and refugees were crossing Greece and the Western Balkans countries on their way to seek refuge from ongoing crises in their home countries, along the so-called “Western Balkans migration Route”, leading from Turkey through Greece, Macedonia and Serbia north towards the EU. CARE started responding to the refugee crisis in late August, with distribution of food and hygiene packages in Serbia and Croatia through local partners. At the end of 2015 and beginning of 2016 more and more border restrictions and closures have led to a backlog of refugees on the mainland of Greece. As of 5th of August 2016 UNHCR estimates that there are more than 57.000 refugees in Greece. CARE deployed a first fact finding mission during March and has come to the conclusion that there a serious humanitarian needs and gaps which justify CARE to become active in Greece and have developed a strategic approach focusing on interventions in two key sectors: 1) Food security and NFI support through cash programming; 2) Protection, with a focus on basic legal support, psychosocial support and SGBV referral.

CARE has submitted a proposal for an urban and cash focused intervention which is due to start in August. Against this background and contingent on the funding becoming available CARE is looking for a monitoring and evaluation manager. S/he will assist CARE Mission in Greece in the development of the M&E system and ensure it is properly implemented by CARE’s partner organizations.

Primary Responsibilities:

  • Develop the overall framework for the project’s M&E systems, in collaboration with other program staff, including requirements, reporting, baseline, and evaluation surveys

  • Ensure the development of appropriate monitoring, tracking and reporting systems, tools and templates that enhance monitoring of program outputs and quality, generate quality evidence on program impact and promote and ensure use of data for decision-making processes.

  • Set up an ODK/ KoBoToolbox monitoring system

  • To work closely with CARE’s partner organization’s staff and provide technical leadership and support in planning and implementing M&E framework

  • Establish and maintain effective disaggregated data reporting, monitoring and evaluation systems for both internal and external use for timely and smooth monitoring of program progress and impact.

  • Ensure that partner staff have a shared vision of the importance of quality, accountability and impact assessment, and understand CARE’s humanitarian accountability framework

  • Develop a strategy for implementing quality and accountability within CARE’s response (with appropriate work plan, required resources and roles and responsibilities)

  • Strengthen accountability systems, including information dissemination and community feedback mechanisms

  • Monitor cash distributions and beneficiary selection in order to support technical managers in ensuring that there is no duplication either internally or with other actors.

  • Develop and implement a mechanism to review the systems, and to improve them over time

  • Monitor project activities and track these activities against the results framework

  • Conduct field visits for data validation, to monitor the quality and completeness of data sets. Coordinate data collection at project sites to monitor program development and ensure timely compilation and reporting of data. Capture and document lessons learned; champion the scaling up best practices.

  • Generate monthly indicator reports and tracking progress against key indicators.

  • Support the Mission in Greece in coordinating the mid-term and final project evaluations.

  • Contribute significantly to documenting program results and preparing donor reports.

  • Ensure M&E system is aligned with the global humanitarian quality and accountability standards (i.e. SPHERE, Core Humanitarian Standards (CSH), Code of Good Practice, ISO, ALNAP, etc)

    Required Experience:

  • Master’s Degree in a relevant field (development studies, public health, demography, statistics, etc.)

  • Minimum of six years’ experience and demonstrated practical skills in M&E of donor-funded humanitarian programs. Previous experience supporting cash and urban refugee protection programs is an advantage. (Previous experience working on an ECHO-funded contract is preferred.)

  • Strong knowledge of M&E methodology data analysis and synthesis, performance evaluation and correction, and report writing.

  • Experience monitoring cash programs

  • Demonstrated capacity to use project M&E to advance strategic goals and provide data for decision-making.

  • Knowledge and experience of setting up an ODK/ KoBoToolbox monitoring system

  • Knowledge of statistical software (such as SPSS, STATA, and SAS). Advanced skills with MS Word, Excel, PowerPoint, and Access (or similar tools) is preferred.

  • Excellent representational and communication skills, written and oral fluency in English.

  • Knowledge of Greek/Farsi/Arabic would be an advantage.

  • Ability to travel throughout project areas. A working permit in Greece is necessary.
