Senior PSP Officer (Public Engagement)


In June 2014, UNHCR¿s private sector fundraising service (PSP) launched the PSP Global Strategy 2014-18.  The strategy builds on a period of rapid growth and the increasing refugee needs to set a vision of raising $1 billion income annually from the private sector.  To achieve this ambition, the strategy proposed a transformational change that would see the Service halfway achieving this vision by the end of 2018.  Growth would come from more individual supporters, more corporate and foundation partners and more global reach.

In 2016, PSP is expected to record a total income of $310 million including a large proportion of un-earmarked funds, representing over 9% of UNHCR¿s total budget.  Contributions received through Individual Giving represented 68% of total PSP income. Public engagement and building a supporter base of 10 million people amplifying voices for refugees is a key component of the global long term vision of PSP.

The Senior PSP Officer (Public Engagement) will lead in the development and implementation of a global public engagement and lead generation strategy.  Working across the UNHCRs private sector partnerships operations globally, the incumbent will work to maximize public engagement campaigns to bring the most visibility to the refugee cause and drastically increase the number of people actively supporting UNHCR's work. 


- Public engagement and lead generation strategy are developed and finalised in order to achieve the vision to engage with 10 million supporters and raise USD 1 billion.
- Global lead generation campaigns are coordinated and managed as part of the public engagement strategy.
- DER campaigns are supported and the PSP network mobilized.
- Key DER/PSP staff are trained on public engagement campaigning and lead generation and share best practice from the sector.

- Develop the Global Public Engagement Strategy. Ensure the implementation of public engagement campaigns in 2016 and prepare public engagement strategy and campaigns for 2017.
- Ensure the development of local public engagement strategies and campaigns with UNHCR offices/National Partners and provide support with the implementation of public engagement strategies and campaigns.
- Serve as the Global Advisor and Liaison person between the UNHCR offices/National Partners and the Digital engagement section in Copenhagen and senior DER staff at HQ concerning public engagement campaigns.
- Provide specialist training and support to senior DER staff at HQ, UNHCR offices/National Partners and share the latest public engagement trends, strategies and techniques from the sector.
- Ensure public engagement campaigns are well positioned to meet the agreed objectives and inspire, mobilise and empower a wider segment of society to be directly involved in our work and engage millions of people to campaign alongside us.
- Ensure public engagement campaigns provide large scale lead generation and opportunities for the recruitment of new donors.
- Ensure public engagement campaigns are broadening and strengthening the relationship with our existing donors and will improve the donor loyalty resulting in an increase of the long term net income per donor.

- Review and approve public engagement plans and budgets.
- Monitor the implementation of public engagement campaigns and take action in case of deviation from plans.

- A university degree in Business, Communication, Marketing or Fundraising.
- A minimum of 12 years¿ experience of working in fundraising, communication and advocacy within a National and International context. 10 years with an advanced university degree.
- A minimum of 5 years¿ experience of strategy development and implementation of public engagement and advocacy campaigns using various digital and offline marketing techniques for engaging with the general public and donors. 
- Proven expertise, experience and up-to-date knowledge in developing public engagement strategies and campaigns.
- Proven expertise and experience with managing and implementing public engagement campaigns on a National and International level.
- Proven experience with managing workshops and training staff on the topic of public engagement and advocacy campaigns.
- Extensive experience with communication campaigns and fundraising techniques including digital, telemarketing and direct mail.
- Experience of managing agencies including the drafting and instruction on briefs, building relationships and management of operations.
- Experience with various lead generation techniques and donor communication programs.
- Fluency in English.

- Ability to maintain effective working relationships with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
- Knowledge of additional UN languages.
