The Project Development Officer (PSP), working under the direct supervision of the Senior Project Development Officer (PSP) in Copenhagen, will play an important role in researching, developing, and coordinating fundraising projects and proposals across a given region or for specific campaigns.  The Project Development Officer (PSP) will guide fundraisers and ensure that the fundraising activities are targeted towards UNHCR priority areas and budgetary needs by working in close collaboration with the Desks in the Bureau(s) and field operations.

The incumbent of this position will be expected to play a leading role in PSP's efforts to rationalize relations with the technical and field staff in developing fundraising materials and free the PSP fundraising staff from putting together ad hoc approaches to project information by providing them with a portfolio analysis of funding streams across a region and the reporting they require. The incumbent of this position will also help fundraisers organize missions to the field.

PSP has identified a need for predictable and systematic support for fundraising projects as well as for credible reporting to donors. Thus, the Project Development Officer (PSP) will be expected to significantly enhance PSP capacity to develop donor targeted fundraising project proposals within a given region that will drive PSP to realize the ambitious targets set for fundraising from the private sector in both the immediate and long term.   


- PSP staff are provided with reports on funding gaps, regional priorities, and programmatic entry points for targeted fundraising campaigns. 
- PSP management is provided with correct budget data, correct income and expenditure data and reporting of budget against implementation during the year; and is notified in case of important discrepancies of actuals against budget. 
- Clear guidelines are set for the collection, consolidation and reporting of all fundraising related financial information in the entire PSP network including UNHCR's National (fundraising) Partners.

- Guide Regional/Division fundraising through research and interface with the Bureau, Divisions and field operations and the fundraisers.
- Identify priority funding needs in assigned Regions/Divisions and communicate options for PSP contributions through frequent consultations and the dissemination of reports.
- Contribute to setting and meeting resource mobilization goals at regional and country levels by compiling Portfolio Reports and processing Earmarking Agreements for fundraisers.
- Update and maintain the Donor Pipeline Table and Pre-Pipeline updates.
- Provide financial reporting on earmarked funds received.
- Provide support for fundraiser missions.
- Support the implementation of global fundraising campaigns
- Meet ad-hoc donor requests.
- Perform other related duties as required.

- Design fundraising portfolio analyses and promote them among the PSP sectors for targeted fundraising outreach in order to secure funding for the agency's needs.
- Decide on the approach taken in coordinating fundraising initiatives in the region in close consultations with the immediate supervisor, the Deputy and Head of PSP service.
- Represent PSP in relevant PSP planning with National Associations/Branch Offices (NAs / BOs), skill shares and meetings as needed to train the PSP network in the services available from the Thematic Project Management team.

- University degree in Business/Marketing, Communications, Creative Services, Social Sciences or a related discipline.
- 8 years of (6 years with advanced university degree) previous relevant work experience with 3 years of Private Sector Partnerships/communications experience in a not-for-profit organisation or an international organisation or a marketing/fundraising consultancy firm.
- UNHCR field experience.
- A good understanding of PeopleSoft.
- Proven ability in project management, monitoring and reporting.
- Exposure to UN system with particular focus on fundraising activities for humanitarian causes.
- Ability to produce high quality written materials tailored to specific audiences and to develop other visual materials.
- Working knowledge of UNHCR project reporting systems for reporting to donors.
- Excellent knowledge of English and French (written/oral/comprehension).
- Highly developed drafting ability in English and French.

- Good knowledge of UNHCR mandatory responsibilities and its humanitarian operations.
- Excellent analytical and conceptual skills and strong communication and presentation skills (both verbal and written).
- Excellent computer skills with particular reference to analysis of Focus, fundraising related data, as well as excellent knowledge of word, excel and PowerPoint.
- A well-developed understanding of strategic implications of fundraising metrics and data.
