About the mission :

SI has been in Myanmar since 2008, first in the Delta in response to the Cyclone Nargis. In 2011, SI expanded to three new regions (Dry Zone, Rakhine, and Chin State) focusing on Livelihoods, Food Security, Shelter, and WASH. In 2012, SI started emergency response to people displacements due to violence in Kachin and later in Rakhine (between armed forces in Kachin State and between communities in Rakhine).

In 2016, SI has a base in Bahmo (Kachin State) and Sittwe which is responsible for managing programs in Sittwe T/S since October 2012, in Pauktaw T/S since February 2013 and in Rathedaung T/S since October 2013.

Organization of the mission

SI currently has a coordination base in Yangon and 2 operational bases with one in Rakhine State, and one Kachin State. In Sittwe (Rakhine), there is a Field Coordinator (FCO), a logistic Manager, Administration Manager (purpose of this RIS), 2 WASH PMs (one for Sittwe, one for Rathedaung) and one FSL PM (for Pauktaw, plus 3 expatriate Activity Managers:

  • 1 in Pauktaw, in charge of the activities implementation in Pauktaw up to November 16.

  • 2 in Sittwe, in charge of Hygiene Promotion and M&E, 1 in charge of FSL activities.

There are strong concerns regarding the respect of humanitarian principles humanitarian access in the Kachin State which is under both government and rebel/KIO control, with the town of Bhamo (where SI office is located) controlled by the central government. The activities are directly implemented by SI in government-controlled areas (GCA), while in non-government controlled areas (NGCA) the work is undertaken through local partner (KBC).

The living conditions in Bhamo are comfortable, with accommodation in a guesthouse located close to the office. Expatriates can move independently by using bicycles. Phone and internet connections clearly improved in past 6 month, phone connection is good and internet connection thought 3G is acceptable for communication (skype, Viber, whatsapp). In Bhamo, SI is almost the only INGO with expatriate present (with DRC) so there are very few expatriate (SI and 1 from DRC and 1 from UNHCR).

In Lwegel and Laiza, the FC will stay in Hotel(s) with AC, full time electricity and internet connection (internet and phone connection through China network).

About the job

The Field Coordinator has the role of delegated Head of Mission for a region of a country in which Solidarités International intervenes.

He/she proposes a regional strategy according to the geopolitical and humanitarian context, and ensures its implementation once validated.

He/she checks and ensures that projects are carried out in accordance with the Solidarités International charter, respecting all internal and contractual procedures

He/she mobilizes the material and financial resources necessary for programs to run smoothly, and supervises resource management.

He/she coordinates the teams in place and is responsible for their security in his/her assigned zone.

He/she is the Head of Mission's direct contact and representative.

Specific context of the post:

  • The Field Coordinator will oversee Admin/HR, Log, and Programs Teams. Programs teams consist of one WASH team (Watsan, Hygiene Promotion, Monitoring), one Food Security & Livelihoods team and include monitoring officers
  • The programs implemented by SI in Kachin State cover 13 camps (approximately 18,000 IDPs) through WaSH (construction and maintenance of water and sanitation facilities, hygiene promotion) and Food Security & Livelihoods (home gardening, income-generating activities) support;
  • SI also implements emergency program (RRM) in consortium with Save the Children Kachin (SI) and Northern Shan (Save the Children). This project consists of Wash/Shelter/NFI emergency support to newly displace from conflict or natural disaster.
  • In Feb.15, SI extended its areas of intervention to Schools and Boarding facilities. Since August 2015 SI implements FSL activities in villages. Since June 2016 SI started wash activities in Villages (pilot)
  • In 2016, SI continues implementing WASH activities in camps and building local capacities. SI starts to support peoples returning to their villages (pilot project, only few people start to return).
  • In 2017 regarding strategic exercise SI will continue to support WASH in the camp, newly displacement trough emergency program and people returning to their village. New operation approaches are developed following pilot project and more collaboration with local stakeholders are expecting.
  • At HR level, the current base counts around 35 staffs, including 2 international staff 1 FC and 1 Admin manager and 1 WaSH PM (1 Wash PM expat position being nationalize in September 2016).

Your profile

Education: Minimum BA degree + relevant security or humanitarian trainings.

Experience: Minimum 3 years’ experience managing team notably in remote control. Minimum 1 year experience as Field Coordinator. Experience in working in insecure environments (post-conflict, conflict) in dealing with various stakeholders, in working in IDP/refugee camps is highly desirable. Experience in working with local partners and in developing post emergency context projects would be an asset.

Technical skills and knowledge: Camp experience, humanitarian experience, proposal writing, team management, resources management, representation skills, security management.

Languages: Good English command (spoken and written) essential; Burmese or Kachin would be a plus.

Other desirable qualities: An experience in Myanmar or in another South-east Asian country would be a plus.

We offer you:

Salaried post: According to experience from 2000 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 500 USD.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).

During the assignment, the expatriate is entitled to R&R every three months: one week at three and nine months (with a 500 euro allowance) and two weeks at six months (with a plane ticket back home covered by Solidarités).
