We are looking for a highly qualified individual to have overall responsibility for design and implementation of Shelter/WASH activities within DRC Syria Programme. 
 
Who are we? 
DRC has been actively assisting people and communities affected by the current Syrian crisis since 2011, with programme in support of Syrians in Lebanon, Jordan, Turkey and of within Syria.  
The DRC Syria programme, headquartered in Damascus, currently have seven expatriate staff and more than seventy national employees – some of which are based at the DRC Community Centres located in six different areas throughout the country. In addition to this, DRC has a network of more than two hundred volunteers and service providers supporting DRC’s operations.   
The overall country funding for 2016 is expected around USD 25 million, with about 80% for emergency operations. Main donors are: DANIDA; ECHO; UNHCR, DFID, OFDA and EC.  
 
About the job 
The Shelter/WASH Programme Manager (PM) will be responsible – under the guidance of Head of Programme - for the strategic development and implementation of DRC Syria Shelter/WASH programme, The PM will ensure an integrated overall emergency response, internal coordination with the other DRC department and engagement and representation with the relevant stakeholders.  
 
Duties and Responsibilities 
General Responsibilities 
  • Responsible for the development and expansion of DRC’s Shelter/WASH  response in line with the DRC Country Strategy and national sector guidlines 
  • Responsible for the management and supervision of Shelter/WASH rehabilitation  projects including  school rehabilitation interventions; 
  • Responsible for ensuring that DRC Shelter/WASH and school rehabilitation activities are of adequate technical quality and efficiency according to DRC internal standards and minimum requirement of Syrian Authorities and Shelter/WASH/Education sectors; 
  • Responsible for managing DRC Syria technical Shelter/WASH team (main office in Damascus and field-based engineers; 20 staff) 
  • In agreement with the Head of Programme, the PM will regularly coordinate with key partners such as Ministry of Local Administration (MoLA); Ministry of Education (MoE); Ministry of Social Affairs (MOSA); UNHCR; UNICEF; and the Syrian Arab Red Crescent (SARC). 
  • The PM will report on achievements and challenges concerning Shelter/WASH and school rehabilitation activities to relevant donors; 
  • Responsible for ensuring that relevant Monitoring and Evaluation mechanisms are in place. 
Management & Programme Development 
  • Management and oversight of DRC Syria’s shelter technical team: 
  • Organise and lead regular technical team meetings; follow up on progress of works; 
  • Oversee the necessary capacity building of remotely managed technical staff. (Aleppo; Dara’a and Homs.) 
  • Oversee the creation of work plans according to commitments and budgets; prioritise tasks and issues as they arise; 
  • Propose strategic and technical solutions / innovations to improve Shelter/WASH components of DRC Syria’s emergency response, 
Site Management, Procedures & Technical Compliance 
  • Responsible for ensuring streamlined DRC Syria Shelter/WASH and school rehabilitation systems/standards, as well as developing any tools required to improve procedures and works quality; 
  • Manage projects against contractual obligations (progress, quality, and costs) under the supervision of DRC Head of Programme; 
  • Review/approve bills of quantities, contracts, invoices, and any other technical documents required; 
  • Responsible for spending Shelter/WASH budget lines under the supervision of the Head of Programme and in compliance with DRC internal procedures and donor requirements; 
  • Ensure proper documentation and compliance with internal / external procedures throughout the project cycle; 
  • Make frequent visits to construction sites to follow up on the work status (quality and progress), and security. 
  • Ensure appropriate handover of Shelter/WASH projects, equipment, etc. to the relevant authorities as necessary.

To be successful in this role you must have: 
Required qualifications  
  • Technical or engineering degree, and/or solid field experience in Shelter and WASH sectors; 
  • At least 5 years work experience in the engineering field, of which at least 3 year experience in humanitarian  Shelter and WASH sectors; 
  • Solid experience in managing Shelter and WASH projects, ideally in a conflict environment; 
  • Previous work experiences with humanitarian agencies is an asset; 
  • Proven ability to manage technical teams; 
  • Good team player, flexible and able to adapt to rapidly changing circumstances; 
  • Demonstrated experience of working and managing staff in insecure environments/emergencies; 
  • Good communication skills, spoken and written English; 
Desirable qualifications 
  • Arabic speaker considered to be an advantage. 
  • Understanding and working experience in the Middle East an advantage. 
 
We offer 
DRC will offer the successful applicant a 12 months contract, renewable dependent on both funding and performance. You must be available to start work as soon as possible and be willing and able to work in Damascus, Syria.
