Associate Donor Relations Officer (Inter-Agency Support)


The incumbent would work in the Humanitarian Financing and Field Support Section and assist with the management of UNHCR¿s engagement in the Inter-Agency Multi Partner Trust Funds (MPTFs).  The incumbent will particularly focus on the information gathering and dissemination of all funding information related to this funding stream both for external and internal purposes.

As part of the Humanitarian Financing and Field Support Section, s/he is supervised by the Senior Donor Relations Officer and also receives guidance from the Chief of Section and from the Head of Service. S/he may receive indirect guidance from other units within DRRM or Divisions or Bureaux.

Externally, under the supervision and guidance of the Senior Donor Relations Officer and the Chief of Section, the incumbent maintains relations with other UN agencies and organizations, assists with the engagement in the IASC Humanitarian Financing Task Team and other similar groups.


- DRRM provides necessary input and funding analysis for fund-raising purposes concerning the MPTF trust funds.
- Bureaux and Divisions are regularly kept informed of UNHCR and inter-agency levels of funding, priorities and other requirements and opportunities related to trust funds.
- Funding reports are submitted in a timely fashion so that UNHCR managers and operational staff are fully informed of the income and contributions and are in a position to make qualified decisions about further engagement.

- Gather the information necessary for developing and regularly updating all internal and external UNHCR and inter-agency funding reports related to the UNHCR engagement in the trust funds.
- Track, update, store and disseminate regularly information on funding needs and priorities to relevant field offices and colleagues both in UNHCR and at inter-agency level in relation to UNHCR¿s performance in relation to the trust funds.
- Follow-up with field offices and Bureaux on the narrative and financial reports to ensure deadlines are met and liaise closely with DFAM (AFS) in the establishment of certified financial reports.
- Support the development, review and dissemination of all funding appeals and reports (including the Global Appeal, Global Report) related to the trust funds as well as key fund-raising messages.
- Review and edit all narrative and data information for presentation in the Global Appeals and Global Reports as well as any other appeal or report documents.
- Disseminate information on funding opportunities and priorities to relevant field offices and to offices in donor capitals and for coordinating responses to inquiries from these offices.
- Respond to donors' requests for information, including information on potential in-kind contributions, and on the use of relevant earmarked contributions.
- Advise the Chief of Section and Head of Service on fund raising messages relating to trust funds.
- Review Budget Committee's memos to provide timely input to relevant Bureaux, Divisions and Units when applicable.
- Provide funding specific inputs for talking points, briefing kits, financial meetings and visibility guidelines.
- Participate in Working Groups/Task forces/Annual Programme meetings (APR, etc.) related to the trust funds.
- Produce ad hoc funding analysis such as comparative analysis, analysis of trends and projections, donor ranking, analysis by country.
- Assist in developing training materials and in facilitation of DRRM training events for field and Bureaux staff as required.

- Assist the DRRM focal point on pooled and trust funds with a particular focus on MPTFs.
- Assist and in cases act as DRRM Inter-agency focal point for MPTF related pooled funds.
- As appropriate, represent UNHCR in meetings and correspondence with external audiences.

- University degree in International Relations, Economics, Business Administration/Management, Social Sciences or similar relevant field.
- Minimum 4 years of relevant job experience at professional level.
- Good understanding of UNHCR, its mandate, priorities, field operations and of donor relationship.
- Solid database management skills and sound knowledge of Excel pivot tables and financial reporting tools.
- Attention to details, high commitment, initiative and teamwork.
- Ability to concisely identify, summarize and communicate key funding issues/concerns.
- Ability to handle multiple projects and deadlines.
- Excellent computer skills (MS Word, Excel and PowerPoint essential).
- Excellent command of English (written/oral/comprehension).

- Proficiency in other UN languages - working knowledge of French an asset.
- Familiar with the Financial Tracking Service (FTS) run by UNOCHA.
- Familiar with UNHCR archiving platform e-SAFE.
- Exposure to UNHCR accounting and financial reporting under MSRP and Focus.
- Prior experience of working with UNHCR.
- Experience in humanitarian work in the field and/or in an international organization.
- Fund-raising and programming/programme management experience.
- Familiarity with funding mechanisms of donor governments.
