Senior External Relations Officer (Media)

The incumbent will be directly supervised by the Representative in Germany both functionally and managerially.

The incumbent is expected to provide regular support, advice and guidance to the Representative in Germany, the Assistant External Relations Officer in the Representation in Germany, the Regional Representative and national staff on matters relating to external relations, public advocacy, media relations as well as public information, and works closely with the Bureau/Desk and relevant HQ units as other UNHCR External Relations or PI officers in the field. 

The incumbent is expected to establish and maintains regular contacts with national, regional and international news media as well as national and regional parliaments, governments, NGOs, academic institutions, and other national, regional or international organizations interested in the work of UNHCR in Germany and Europe, including UNHCR's private sector fundraising partner in Germany. S/he is expected to prepare UNHCR public statements and presentations and act as the spokesperson for UNHCR in Germany.

The work of the incumbent will directly impact on the understanding of and support for UNHCR activities both globally, regionally and nationally by governments, NGOs, news media,  other regional and international organizations and the general public.

Failure to provide timely advice and guidance or solutions to problems or the correct analysis of issues or to correctly identify needs/priorities on issues related to external relations and public information could cause significant damage to the UNHCR's beneficiaries, operations and credibility as well as lead to the loss or waste of resources.

- An overall external relations/public information strategy is developed for the UNHCR Representation in Germany in close consultation with UNHCR's Bureau for Europe.
- The Representation in Germany produces targeted Public Information and Advocacy initiatives and materials in support of the protection priorities of the office.
- The External Relations strategy supports donor relations and fundraising activities in country.
- The UNHCR Representation has an up-to-date detailed picture of the media environment and the political context in relation to persons of concern.
- UNHCR is an authoritative voice in refugee protection and humanitarian assistance, asylum and statelessness matters and enjoys high positive visibility.

- Use, maintain and, if necessary, expand close working relations with television, radio and news agencies to keep them regularly informed on UNHCR's activities and views on the national as well as international level so as to ensure appropriate media coverage;  organise press briefings and conferences as necessary.
- Provide support, advice and guidance to the UNHCR Representative on all aspects regarding media/public relevance of their work, particularly in Germany in connection with UNHCR's core mandate (PI as a protection tool) and on subjects of potential controversies, including responding to press inquiries and acting as spokesperson for the High Commissioner and Representative.
- Draft speeches, statements, policy papers, press releases, pamphlets, reports, magazine and newspaper articles for publication; design and oversee the production of PI tools such as posters, films, brochures etc.
- Mobilise public and private sector funds (PSFR) in close cooperation with the German Association for UN Refugee Aid and supports proactively traditional donor relations.
- Plan and conduct campaigns and activities with organized groups, e.g. NGOs, universities, colleges, schools and other institutions, to disseminate information on UNHCR and raise public awareness on refugee and statelessness issues.
- Supervise, produce and edit texts for German language website (content manager).
- Prepare the annual external relations/public information resource requirements for the Representation.
- Maintain effective liaison with the Regional Representation for Western Europe and with the Bureau for Europe as well as with the relevant units at HQ in order to assist the Representative in promoting and mobilizing political and financial support for UNHCR in the region and beyond.
- Plan and organize events, such as for World Refugee Day, photo or film exhibitions, public information campaigns and other promotional activities in order to increase public awareness and understanding of refugee issues for the Regional Office.
- Monitor press coverage and various other sources of information in order to keep abreast of and analyse developments which may impact on UNHCR's work in the sub-region and keeps the Representative in Germany, the Regional Representative for Western Europe informed on their implications.
- Any other related duties that may be required or assigned by the Representative.

- In consultation and cooperation with the Representative and other colleagues take primary responsibility in designing and carrying out UNHCR's PI and External Relations Strategy in the operational area of the UNHCR Representation.
- Represent UNHCR at meetings, conferences, seminars with media, government, parliament and civil society to ensure that issues of concern to UNHCR are properly understood and appropriately covered.

- Advanced University Degree in Communications, Journalism, Political Science, International Relations or relevant discipline.
- Minimum 10 years of previous job experience relevant to the function of which 5 years should be in an international capacity.
- In-depth knowledge of the legal as well as political aspects of German politics particularly with regard to asylum and refugee policy issues as well as of EU asylum harmonisation process are required.
- The incumbent needs to be able to rely on a network of personal contacts within the complex media scene and to be familiar with the NGO, political and fund raising environment in Germany. 
- Excellent drafting abilities in the German language are essential and a prerequisite to meet the specific profile with regard to Germany and Germany media.
- Excellent knowledge of German Language and English.
