OBJECTIVES OF THE PROGRAMME : The mainstreaming of Gender, Equity and Human Rights in the work of WHO would offer WHO Programmes at all levels of the Organization: A coherent and powerful assembly of these core values of the Organization, and alignment of WHO's work on these values with other UN Organizations (in particular UN Women and the HR Council), Funds and Programmes, building on their experience; the incorporation of core components of Gender, Equity and Human Rights in WHO's work in all policies, programmes, measurement of impact and research; The creation and enhancement of a corporate attitude, behaviour and practice that is unifying, across fields of expertise and organizational levels, and speaking with one voice to the outside world; An engagement in a collective effort geared to generate greater impact of individual programmes; A comprehensive and combined set of principles, standards, methods and tools conducive to increased literacy of WHO staff on these values and skills to incorporate them in strategic planning. The GER team catalyzes, supports and coordinates this institutional mainstreaming at all levels of WHO. Description of duties: Under the direct supervision of the Team Leader, the Technical Officer is one of three positions in the GER team providing support in gender which is one of the three cross-cutting priorities for mainstreaming. The incumbent provides technical support on gender mainstreaming to other departments, and through regional and country offices, to Member States. S(he) will work with other staff in providing sound advice on appropriate approaches for gender mainstreaming within the organization and tracking progress. The incumbent is expected to foster strong collaborative relationships with WHO colleagues and develop close working relationships with colleagues in other UN organizations. S(he) will request advice from the supervisory line as needed.Summary of assigned duties:To focus on the development of common terminology, methods, tools and promotional approaches to incorporate gender dimensions in policy, strategic planning, programming and monitoring. To collect and apply best practices in mainstreaming of GER and align with relevant other UN agencies (like UN women). To analyse and document the causes, manifestations and health impacts of gender inequality. To support production and disseminate evidence-based knowledge on the factors impacting on the mainstreaming of gender, in national and institutional policies and programmes. To support capacity strengthening of WHO staff to recognize the relevance of gender, within the GER framework and to systematically incorporate gender in programme development. To devise and implement information systems to monitor progress and pitfalls in the incorporation of gender, equity and human rights in consultation with the GER team and global network. REQUIRED QUALIFICATIONS Education:EssentialUniversity degree in one of the following or related fields: public health, women's studies, gender and development, social sciences, health sciences, law, economics, human rights.*DesirableAdvanced university degree in one of the following or related fields: public health, women's studies, gender and development, social sciences, health sciences, law, economics, human rights.*For WHO staff please see e-manual III.4.1, para 220. Skills: Broad expertise in Gender, combined with knowledge of either Human Rights or Equity, and experience in public health; proven ability to conduct gender analysis in a public health context; capacity to administer projects and build partnerships as demonstrated in previous work experience; strong interpersonal and diplomatic skills; integrity, tact, discretion and sensitivity to cultural differences; ability to work as a member of a team to achieve common goals; team-management skills in an international, multi-cultural and multi-disciplinary environment; good negotiation and advocacy skills and interpersonal skills.WHO Competencies:1. Respecting and promoting individual and cultural differences Experience: EssentialAt least 5 years experience in the area of gender, in a policy or public health environment, with some experience in mainstreaming.DesirableExperience in the areas of Human Rights and Equity, and experience with working at the international level, with developing countries, UN organizations or agencies, other similar institutions or foundations in support to developing countries. Languages: EssentialExpert knowledge of English.Intermediate knowledge of other (s) WHO official language. Additional Information: WHO's salaries are calculated in US dollars. They consist of a base salary and a post adjustment, which reflects the cost of living in a particular duty station and exchange rates.
