Terms of Reference for End Line Evaluation
Hilton Foundation Early Childhood Development Project
In order to promote optimal growth and development of children age 0-5 years in HIV and AIDS-affected communities, Pact Tanzania has used the Pamoja Tuwalee project as a platform onto which it added in Early Childhood Development (ECD) components with funding from the Conrad N. Hilton Foundation (CNHF). The goal of the CNHF ECD project is to strengthen the capacity of caregivers, communities, and local organizations to respond effectively to the needs of young children. Pact commissioned a baseline assessment in January 2014 in 20 randomly selected districts (2 from each of the 10 Pamoja Tuwalee regions; Mbeya, Rukwa, Katavi, Ruvuma, Lindi, Mtwara, Mwanza, Tabora, Mara, and Kagera) to gather information on the existing child-welfare and child support systems in Tanzania, establish the extent of children’s (0-5) vulnerability in the 10 regions, the types of vulnerabilities, predisposing factors for vulnerability, and how these affect the lives and welfare of children.
Institutional Goal, Vision, and Mission
The objectives of the project are:
Improve child well-being through increased access to essential, age-appropriate services
Improve caregiver well-being and capacity to provide consistent, responsive care for children aged 0–5 years
Increase local (community and CSO) capacity to provide and sustain positive care for young children in HIV- and AIDS-affected communities
Purpose of the Evaluation
The evaluation is designed to measure the changes against the ECD baseline assessment. The end line study will assess:
Caregivers’ knowledge, attitude, and practices related to the cognitive development needs of children
The roles of fathers in providing support to the cognitive development of their young children and barriers to their participation
Child health status including immunization completion, treatment of recurrent illness, growth monitoring, and access to health care services.
The nutritional status of children (0 – 5 years old), including identifying malnourished children and their access to supplementary and nutritional feeding
Caregivers’ social economic status and ability to provide care and support for the most vulnerable children, and
Gaps in care and support of the most vulnerable children and where the project has closed gaps identified at baseline.

Study Methodology and Design
Pact invites applicants to propose an approach for each of the following end line study elements. The evaluation should use a mixed-methods, quasi experimental research design (quantitative and qualitative) and capture the view point of both caregivers and empowerment workers (who promote health-seeking behavior among caregivers) Additionally, perspectives of social welfare officers and local implementing partners will be gathered. The study sample will be derived from the target districts where the ECD project was implemented and include people and organizations who participated directly or indirectly in the ECD Project. Aligned with the baseline assessment, the end line evaluation should include a survey of MVC caregivers of children (age 0-5 years old). Key informant interviews will be done with local NGO staff, District Social Welfare Officers, empowerment workers, community health workers, social welfare officers and implementing partners.
