Title: Consultation for the preparation of a Full SITAN in the context of the design of the New Country Programme.

The UNICEF Office of Equatorial Guinea search a Consultant to support the preparation of a Full Situation Analysis of children and women in the context of the elaboration of the new Country Programme.

  1. Background

Despite satisfactory economic indicators, socio-health data remain worrying in Equatorial Guinea. In fact, more than 60% of the population lives on less than $ 1 per day. The mortality of children under 5 years estimated at 113 for 1000 in 2011 is higher in the continental and rural areas. More than half of these deaths occur before the age of 12 months. In what concerns the health of women, it was noted 33% of deliveries are not practiced by staff qualified as taking home. This rate is close to 40% rural and continental. It was noted that about a third of children under 5 years suffers from growth retardation. The prevalence of malaria is estimated at 48%. The use of bed nets treated with insecticides is very low 24% in pregnancy compared to 27% for children. 67% of children and 49 per cent of pregnant women are anemic. HIV prevalence which stands at 6.2% is 2 and a half times higher among women than among men. Unfortunately there is no data on pediatric HIV. The use of drinking water remains relatively small with only 56% of the population who has access. The birth registration rate amounts to 54% or almost ' one child out of two that has no birth certificate. As described, the situation is more critical in rural and continental.

The finalization of a document analyzing conditions of EQG children and women is a unique opportunity to document evidence of 'what works' in the realization and sustainability of results under the current country programme, with a focus on children the most disadvantaged and excluded, and to identify the areas that can be enhanced or modified.

  1. Justification

The Government of EQG and UNICEF are currently implementing the Programme of cooperation for the period 2013-2017. As this Country Programme is close to be finished, it is needed to start preparing the new Country Programme. As part of this process is appropriate to conduct a SITAN, an important document to design the new CP based in the three main areas of intervention: Social Policy, Education, Health (including HIV/AIDS) and Child Protection

It comes to find the magnitude of the vulnerabilities in these three areas and their locations in the country. To identify and analyze the causes of these vulnerabilities and propose possible solutions. The simplified SITAN will be based on the life cycle of children. It will be participatory. That is, the analysis will be done in collaboration with implementing partners and beneficiaries, in an appropriate form: sample focus group. It should highlight the inequities, if possible, depending on the districts/departments

  1. Outcomes of the FULL SITAN

A full situation analysis report/recommendations with the main causes of deprivation and vulnerability of children in the field of health, education and protection are known and help guide the choice of strategic decisions according with the secondary analysis process.

  1. Consultant Profile

The consultant should:

• Have a University degree and training level either in sociology, Socio-economics, Social Sciences, development studies, and other fields related.

• Professional experience of at least 8 years old and proven experience in the review of organizational performance, programs, monitoring and evaluation, analysis of bottlenecks at the organizational level;

• Have a good knowledge of the socio-economic context of Guinea Equatorial

• Demonstrate excellent facilitation capacity;

• Have knowledge and experience of UNICEF's work (in particular the realization of programmes supported by UNICEF) will be an added value.

• Mastering the Spanish and being fluent in English or French.
