Pact accomplishes this by strengthening local capacity, forging effective governance systems, and transforming markets into a force for development.Department OverviewPact seeks a Team Leader for the anticipated Bilateral Labour Intensive Stabilization Programme in Somalia, funded by the Royal Norwegian Embassy. The programme will provide immediate benefits to communities in areas newly recovered from Al Shabaab, or in areas under threat by militant groups, as well as strengthen the ability of the government, including local authorities, to function and provide relevant services for Somali citizens.Position PurposeReporting to the Kenya Country Director, the Team Leader for the anticipated Bilateral Labour Intensive Somalia Stabilisation Programme will provide overall leadership, direction and guidance for programme implementation.Key Responsibilities**Specific Duties and Responsibilities:**
- Oversee planning, quality assurance and supervision of program monitoring, evaluating, and reporting, ensuring rapid roll-out and supervision of activities.
- Coordinate with appropriate stakeholders in all aspects of project planning, monitoring, and implementation, including the Federal Government of Somalia and the private sector.
- Ensure compliance with and implementation of all donor-related, Pact, and project specific policies.
- Effectively work with other consortium members to assure a coordinated and timely execution of workplans.
- Provide oversight of financial management and procurement, including delivery, management, and monitoring of subgrants.
Perform all other duties, as required.Basic Requirements**Qualifications:**
At least 10 years of senior-level management experience of projects and programs in governance and/or peacebuilding, with at least 5 years of experience in a senior-management position for an EU-funded or Royal Norwegian Embassy-funded programme.
Previous Team Leader experience, including experience of leading diverse teams, particularly on stabilisation programming in fragile states and/or Somalia, including within newly recovered areas within Somalia.
At least 5 years of experience in one or more of the following areas: labour intensive work, youth, livelihoods, private sector engagement, private investment, conflict evaluation, action research, human rights, women’s rights, gender equality.
Demonstrated experience with similarly complex projects involving coordination with multiple programs and partner institutions, including delivering at pace in conflict affected and fragile states using results-based management approaches, in political complex and high-risk environments, and managing demands from multiple stakeholders.
Experience applying conflict sensitive and do-no-harm principles.
Experience with gender-sensitive programming.
Financial management, compliance, procurement and due diligence experience.
Ability to travel and work in Somalia.
Excellent communication and relationship management skills.
Fluency in English.
University degree required; Masters Degree in International Development, International Politics, Development Policy or related field preferred.
