Senior Program Manager (1 Position) - REF: SPM/05/2016. (Kenyan Nationals & those with authority to work in Kenya only)

Dadaab | Nairobi


Responsible for overall programme leadership, management oversight and strategic direction of program sectors for the CARE Refugee Assistance Programme (RAP): These sectors include Education, Gender & Community Development Services, Water, Sanitation and Hygiene (WASH).


R1: Development of strategies and plans which correspond with CARE Kenya mission & vision

1.1 Facilitate project planning and design in line with refugee development and CARE Kenya development plans.

1.2 Engage and facilitate in long range strategic planning and program visioning.

1.3 Participation in development and implementation of Annual Operation Plans (AOP), Individual Operation Plans (IOP) and Log frames.

1.4 Ensure quality efficient and effective implementation of projects in accordance with funded activities.

R2: Responsible for program annual plans, budgets, program implementations and reports

2.1 Facilitate preparation of implementation plans, programme budgets, and donor reports (monthly, mid-year and annual).

2.2 Promote professional and participatory implementation of sectoral projects.

2.3 Assessment and use of financial resources & cost benefit of program projects.

2.4 Facilitate in preparation of budget monitoring tools.

2.5 Ensure quality of RAP reports before presenting to CARE NBI office.

R3: Strengthening sectoral capacity building and synergy

3.1 Provide professional support to staff.

3.2 Provide guidance and capacity when necessary to sector heads to realize CARE RAP objectives.

3.3 Promote networking amongst sectors for maximum utilization of resources.

3.4 Encourage ownership and quality of work, innovation, and strategic/critical thinking of programmes.

R4: Program Management

4.1 Ensure project implementation.

4.2 Provide quality participatory management of staff and projects to ensure quality delivery.

4.3 Ensure compliance with all legal, contractual and statutory requirements and agreements by CARE, donors and government.

4.4 Promote understanding and commitment to CARE Kenya CORE values.

4.5 Enhance gender equality, empowerment of national staff and promote Rights Based Programming.

4.6 Ensure compliance with established CARE administrative policies and procedure in such areas as procurement and financial transactions.

4.7 Enhance report writing capacity.

R5: Fundraising and Marketing

5.1 Prepare funding concept papers and proposals.

5.2 Pursue and develop new program opportunities.

5.3 Conduct informal assessment of potential partners.

5.4 Identify and source for technical assistance where possible.

5.5 Sensitize staff members on the dynamics of fund raising and the impact of work quality to donors.

5.6 Facilitate quality of information for any CARE Kenya publications on RAP.

R6: Networking and Management of Exchange Programmes

6.1 Promote inter-sectoral, inter-agency & organizational linkages and collaboration.

6.2 Facilitate development of MOUs with organizations with whom CARE partners.

6.3 Build and maintain strong professional working relationships with UNHCR, donors, GoK and other development agencies.

6.4 Attend all meetings when and where necessary as CARE representative.

6.5 Ability to delegate responsibilities and hold staff accountable for commitments.

R7: Staff Development & Supervision

7.1 Promote staff development through support, coaching, mentoring, marketing and identification of training needs and opportunities.

7.2 Promote team spirit through participatory leadership.

7.3 Ensure quality recruitment.

7.4 Implement CARE’s performance management systems in order to maintain staff who are dynamic, well trained and work as a team.

7.5 Use of performance tools to monitor deliverables and provide the necessary guidance and leadership to maintain programme quality.

7.6 Ensure staff who attend training and TDY’s train others.


· Freedom to carry out the responsibilities and tasks described above.

· Authority to choose between one and other approved CARE procedures to reach the same objective.

Spending Authority: Ksh.800,000/=

· Budgets

IV: Supervision & Reporting Relationships

· The Program Manager reports to the Director of Refugee Operations

· Direct reports include Education Sector Coordinator, Senior Gender Officer, and WASH Coordinator.

· Incumbent expected to handle problems from which there are clearly applicable precedents. Should seek supervisory direction for new or complex cases.

· Ensure a supportive and respectful relationship with all reports.

· Provide regular performance reviews.


· UN agencies – UNHCR, WFP, UNICEF

· GoK departments – PC, DC, DSG, DDC, the DO’s offices, Government Ministries and Local Authorities.

· Scholarship awarding bodies – Windle Charitable Trust, World University Service of Canada (Kenya) AREP foundation, Jesuit Refugee Services (JRS), GOAL – Kenya Education Program & Rehabilitation Centre, Education Assessment & Resources Services (EARS) – deal with all types of disabilities, Centre for Refugee Studies, Moi University.


The position is based at Dadaab Main Office (DMO) with frequent movements to Ifo and Dagahaley camps as well as any other extension camps and program sites. This is a none-family working station. Hot weather is prevalent throughout the year with limited basic amenities. Road movement between work station and Garissa as well as inter-camp movement must be under police escort (scheduled convoys), with strict adherence to safety and security instructions all the time. It is a six days work station with a compensatory time off according to CTO policy. The incumbent will be required to travel to Nairobi office and perform official responsibilities as will be required.

The incumbent shall reside in the CARE compound while executing official duties and shall obey and adhere to residential compound regulations.


Education: A Bachelor’s degree in a development related field, preferably at masters’ level from a recognized Institution.

Experience: 5 years’ experience of consistently good performance demonstrated in a senior position**,** preferable within CARE or an International NGO.
