Senior Technical Advisor – SRMH, Program Design & Resource Mobilization

CARE is seeking a Senior Technical Advisor (STA) for Sexual, Reproductive and Maternal Health (SRMH), Program Design & Resource Mobilization, to work with CARE USA fundraisers, as well as other CARE member partners, to provide leadership, coordination and support for resource mobilization and program design to country offices in support of the Global SRMH program. The STA will be the primary technical proposal development expert on the team and will be expected to develop concept notes and presentations for multiple audiences and donors including individual, corporate, foundation and institutional stakeholders. The STA will also provide support to SRMH program design and strategy development through program adaptation, documentation, and representation for donors and key partners.


  • Manage the proposal development process - writing the proposal, developing materials to support the proposal (capacity statements, work-plans, results frameworks, monitoring and evaluation plans, budgets) as well as taking learnings from other programs to design new concepts and proposals for new donors;
  • Lead discussion with colleagues in external relations, country office visits; provide training and facilitation, and support to proposal development - all tasks up to final submission are included in this responsibility;
  • Work with internal and external partners, including fundraisers, to gather intelligence, prioritize, and plan bids for potential donors in support of SRMH program, advocacy and learning;
  • Lead the team in efforts to communicate with country offices, plan timely input, write and edit project proposals, and ensure design and use of program quality standards;
  • Travel to country offices to help develop key proposals on SRMH;
  • Meet with and cultivate relationships with relevant donors;
  • Conduct background and other necessary research to develop innovative and compelling concept notes and proposals that highlight CARE's unique niche in SRMH & Rights;
  • Provide technical support and guidance in response to large (USG, DFID, Gates) requests for proposals, including supporting conceptualization and program design, background research, writing key components, identifying key learning, and ensuring adequate resources are included in project budgets;
  • Maintain knowledge about current global trends in SRMH including donor priorities and work to position CARE programs to have the greatest impact and influence and to attract investment;
  • Stay current in other program areas and support the identification of opportunities, including funding prospects for programs that integrate other elements of CARE's overall Program Strategy (gender, governance, resilience and climate change, food nutrition security, women's economic empowerment, and emergency preparedness and response);
  • Collaborate and network with CBU, Foundations, SPA and other parts of the organization to gather intelligence and identify opportunities for influencing, collaboration and resource mobilization;
  • Represent the SRMH and Rights work and approaches, and help country offices, sub-regions and regions integrate these programs and approaches as appropriate.


  • Master of public health, international development, or related field;
  • 10 years of experience in relevant fields, and at least 2 years of new business development experience;
  • In depth knowledge of sexual, reproductive and maternal health research and practice in development;
  • Knowledge and experience with donors, including foundations, US Government and/or other large bilateral donors;
  • Demonstrated experience and successful track record in leading development of proposals for large and small donors;
  • Working cross-culturally to support program design, documentation, and proposal development in sexual, reproductive and maternal health a plus;
  • Fluency in English and outstanding organizational, writing and communication skills required.
