to take up the exciting opportunity to lead a bold new Country Programme strategy in this important country. The Country Director will be responsible for directing the development of the new programme portfolio, based on influencing and the enhanced use of technology and communications, by providing vision and strategic leadership to all of Oxfam’s work in Somalia. This includes Oxfam’s advocacy, policy and influencing, long term development programme design and implementation and humanitarian responses. Furthermore he/she is responsible and accountable for the strategic direction and effective management of the Country programming ensuring development, continued improvement in quality and impact of programmes, quality institutional fundraising and effective financial and human resource management in line with Oxfam Policy.
Finally, the Country Director will be responsible to implement the Oxfam 2020 Vision which aims to create a stronger Oxfam that is globally coordinated and relevant in every country in which we work. The position is accountable to the Oxfam Regional Director for Horn, Eastern and Central Africa for the delivery, effective management (which includes budgets and planning), monitoring and evaluation, and learning from the programme.
Key Responsibilities: Take the lead in representing Oxfam and the country programme nationally and globally. Build influential relationships and develop networks for effective policy and structural pro-poor changes, both internally and externally, and commit to maximising our influencing capability; participate in the Country Governance Group (CGG), where you will be accountable for programme implementation and will negotiate with other Oxfam partner affiliates for (financial and non-financial) contributions to programmes; lead the transformation of the Oxfam programme in Somalia in line with the new Country Strategy and lead the change management process to ensure that the programme is adequately resourced to deliver its objectives. provide strategic leadership and management of Oxfam’s programme in the country including all development, advocacy, and humanitarian programming make transparent decisions and adapt decision making modes to the context and needs to maximise our influence and impact; line manage the Country Management Team and manage the work in the country which will include: staff, budgets, funding and programme, ensuring that managers in country are in accordance with Oxfam’s policies and procedures, including but not limited to the Code of Conduct, Integrity Policy, Performance Management, Security, Health and Safety and local legislation; create and support an environment which results in strong partnerships, influence, knowledge sharing and innovation and work closely with partners in country in order to develop and deliver high quality programmes; develop appropriate strategies to seek out and maintain funding sources and be accountable for all donor relations and contract management in country; responsible for Talent Management and development of Oxfam staff; accountable for ensuring that appropriate tools and technology are in place to allow a strong flow of positive and consistent programme content to influence and communicate with internal audiences and external stakeholders, like government, media, donors, non-governmental organisations, private sector organizations, supporters, etc.;
play an active role in drawing on learning from across Oxfam and external sources and sharing evidence based learning with others; contribute to and maximise use of the knowledge networks to share strategic thinking and learning more widely as well as within the Country Team to ensure that programming builds on learning and is evidence based, innovative and agile to respond to opportunities for change; responsible for security management.
Technical skills, Experience & Knowledge: Master’s degree in a relevant field; proven track record of applying new technologies to programming or make use of existing technologies to innovatively influence programme design and delivery; proven track record in influencing and advocacy work at both grassroots as well as high international levels; experience in leading and motivating multi disciplinary teams, operating in geographically remote locations. significant senior leadership and management experience in the development and delivery of high quality program, influencing and humanitarian strategy, with and through partners or directly, in one or more challenging locations; proven record of successful investment in start-up programming to ultimately achieve impact at scale; committed to a rights-based approach including an active commitment to putting women’s rights at the heart of all we do as well as the rights of other marginalized people in all aspects of the organization’s work. experience of managing complex change processes and relationships involving a wide range of both internal and external multi-cultural stakeholders across a variety of disciplines and geographical areas ; a high degree of self awareness and an understanding of how to drive and support excellent team performance and individual development in line with Oxfam’s values and policies; proven track record of success in representing an organization with partners, government agencies, private sector organizations, media and donors at senior level: nationally and globally; the suitable candidate has the following essential behavioural competencies: strategic thinking and judgement in relation with agility, complexity and ambiguity, influencing, relationship building and mutual accountability. Be a good active listeners with the ability to engage with diverse stakeholders in a way that leads to increased impact for the OXFAM 2020 vision; NGO-sector experience in Somalia is an asset; fluent in English; knowledge of Somali an advantage.
We offer: Oxfam is committed to providing a competitive, fair and comprehensive pay (EUR 3706 – EUR 5700 based on 40-hours a week) and benefits package that is justifiable to our donors. Additional allowances include 8% holiday payment, pension and comprehensive insurance.
