OBJECTIVES OF THE PROGRAMME : The Division of Information, Evidence, Research and Innovation houses numerous initiatives aimed at helping decision-makers to improve the basis for their policy choices. This includes the collation, maintenance and analysis of key health and health system data on both national and regional bases, contributing to the strengthening of member state health information systems, the publication of different types of report on high priority policy questions and policy areas for decision-makers, the maintenance and development of key databases to support analysis, knowledge management, translation and dissemination functions. The Health Informatics and Information Systems unit (DIR/HIS) is tasked with building a common data warehouse to collate and serve data and information from internal and selected external sources, and to build common flexible data and information presentation tools, the most important ones being the Health Information Gateway and European health statistics mobile app. The increasing demand for development of common data warehouse and web presentation of the information is largely driven by the changing business needs of the organization, which must use the available health information to inform policy, decisions and work of the organization and its Member States more intensively. The unit's work spans three work streams: (1) management of content to be presented on the web gateway, including editing, translation and prioritization of data and health topics to include, as well as types and manner of visualisations to be presented; (2) software development and quality assurance of the Gateway and its functionalities; (3) conceptualization, implementation and management of an in-house data warehouse of health information; analysis of internal and external information and associated metadata, its quality assurance, and their import into a common data warehouse. Description of duties: - Support the Unit Leader in organization of the work of Gateway editorial committee and in planning and coordination of the content management and software development in line with the decisions of the Gateway editorial committee and the overall oversight by the Statistical Policy Group;- Analyze, select and quality assure data sources, datasets, and content to be published into the new data warehouse, and manage their import into the platform;- Operate the Gateway in production: manage the updating and generation of content for the Gateway; liaise with technical units in presentation of their information on the Gateway;- Collect, document and facilitate definitions of new requirements (content and functionality) for the Gateway and the data warehouse;- Define data visualization tools and information presentation methods on the Gateway; - Manage and implement the data and information quality assurance selected for publication in the data warehouse;- Manage implementation of novel data presentation and syndication tools (RSS feeds, mobile applications, interactive infographics and visualizations); conceptualize, define and implement novel web- and mobile-device- based information delivery tools;- Support definition of EURO architecture on information (flows, metadata, reference data), information systems (technologies, development standards, infrastructure, interconnectivity principles), and related standards on operational and implementation levels of work in these areas- Build capacity in-house on above;- Assist in promoting the Gateway and other data dissemination tools within WHO , with partners and Member States;- Assist in presenting DIR/HIS at workshops, meetings and conferences;- Any other tasks assigned. REQUIRED QUALIFICATIONS Education:Essential: MSc in Biomedical Informatics, Public Health Informatics, or other field in applied informatics or information/data science.Desirable: Project management (Prince 2 or PMP certification). Information management certification (for example, CIP or CPHIMS).WHO only considers higher educational qualifications obtained from an accredited institution. Skills: - Very good knowledge of the assessment, planning, development and implementation of projects and programmes on health information systems.- Technical expertise in the application of qualitative and quantitative techniques in health data analysis for the purpose of interactive/electronic data presentation, including interactive dashboarding.- Knowledge of statistical principles, methods and software packages and data analysis preferably with a special focus on health and demographics.- Conceptual and strategic analytical capacity to understand information system and business operational issues so as to thoroughly analyze and evaluate critical systems matters and requirements.- Awareness of developments in the ICT4D and data science fields and able to determine the need for testing and evaluating new products and technologies in the field of health information management and dissemination.IT Skills: - Enterprise (server based) Geographic Information Systems (GIS) administration and maintenance.- Web editing and publishing. - UX design and research.- Knowledge of data science and interactive visualization concepts and programming approaches/libraries (D3.js, Mobile applications development.Competencies required: 1) Producing results: the post requires competence in producing consistent, on time and workable solutions that meet the needs of the technical units and within the overall strategic objectives of the data warehouse, gateway and other data promotion tools.2) Knowing and managing yourself: the post requires competence to manage competing priorities and competing interests of stakeholders. 3) Ensuring the effective use of resources: the post requires effective planning and management of the implementation of data promotion tools, which are mostly produced by external service providers. 4) Fostering integration and teamwork: the post requires co-creation of an effective team collaboration and strategic cooperation with the contractors and service providers; constructive management of team conflicts and collaborative attitude.5) Building and promoting partnerships across the Organization: the post requires effective cross-team and interdivisional collaborations, in identification of needs, priorities and implementation of the collaborative projects.See WHO Global Competencies model at Experience: Essential: At least five years' experience in Health Information Management and development of health data collection and presentation systems, of these at least 2 years at international level. Experience in developing and promoting collaborative data visualization development and in using and presenting data for decision-making. Desirable: Experience with managing data collections and web content publishing and editing. Experience with database, data warehouse and data presentation application architecture design, development and implementation. Product owner experience in agile software development.
