OBJECTIVES OF THE PROGRAMME : To develop and implement health systems based on primary health care, supporting universal coverage. Description of duties: The incumbent is assigned all or part of the following responsibilities which are performed according to the needs and agenda:Within the framework of the work plans and objectives, to develop and promote strategies and policies for improving the use of diagnostic technology in Member States, working with regional and sub-regional organizations, institutions, agencies. Functions include raising awareness on quality-assured diagnostic equipment and reagents regulation mechanisms, and facilitating the development and implementation of technical and administrative tools to support national and regional strategies based on best practices.To strengthen links between Member States, regional and sub-regional organizations, institutions, agencies and WHO/AFRO to support country, regional and international cooperation on diagnostic equipment standards including promoting the implementation of agreed strategies; and in particular, monitoring and analyzing of trends and progress.To act as focal point for WHO's work on diagnostic standards and regulation and strengthen regional, , national and international capacity to design and implement effective diagnostic systems to support health systems..To closely collaborate in the elaboration and implementation of advocacy and resource mobilization strategies, and to be able to write project proposals to support the needs of countries.To support the implementation of WHO Resolutions pertaining to the use of diagnostics in health services and their quality assurance. As required to support the Team Leader, HTI in the development and monitoring of work plans and budgetary proposals.To perform other related responsibilities as assigned, including replacing and backstopping for others (including with TO P04 laboratory Systems) as required. REQUIRED QUALIFICATIONS Education:Essential : Advanced degree in health laboratory sciences and/or advance degree in radiology, pathology or related disciplines.Desirable: Post -graduate degree or training in public health law;Post-graduate training in quality management systems. Skills: Demonstrated knowledge of working with diagnostic systems and equipment and biomedical products, complemented by sound knowledge of the legal and regulatory aspects of standard diagnostic tools recognized by regional and international professional networks. Proven track record in effective reporting of results and trends in the field. Excellent communication and presentation skills with ability to write in a clear and concise manner and give technical advice and guidance taking into consideration the views of multiple stakeholders and partners. Proven negotiating and interpersonal skills with ability to promote consensus, communicate progress and results, and resolve issues in a proactive manner, while ensuring effective work practices and ethics. Diplomacy, tact and courtesy. Experience: Essential : At least seven years' practical experience in running or managing diagnostic services and in the regulation of diagnostic tools standards and regulation at the national and international levelsFamiliarity with ISO or other standard setting systems.Desirable : Experience in health regulations as well as facilitating consultations. Languages: Excellent knowledge of English and/or French with a good working knowledge of the other.Knowledge of Portuguese is an advantage. Additional Information: WHO's salaries are calculated in US dollars. They consist of a base salary and a post adjustment (for international positions only) which reflects the cost of living in a particular duty station and exchange rates.
