Purpose of the Position
The purpose of the post is to provide communication support to National Committees and country offices with a private sector fundraising role on media relations and emergencies.
Under the supervision of the Communication Manager, External Communication and the general guidance of the Chief of Communication and Marketing, the position will provide National Committees and country offices with a private sector fundraising role with the requisite information on UNICEF programmes, policies and issues of concern and develop specific strategies for and with them. The position also acts as liaison between National Committees, UNICEF field offices, DOC and EMOPS on communication issues related to media and emergencies

-National Committees have key strategies and tools needed for effective external communication in their markets.
-Information and materials from the field received by National Committees within the requisite time to meet the needs of their markets. PFP emergencies Intranet pages strategically used and communication assets readily available.
-National Committees have access to communication and advocacy materials for publications in advance of publication date to support their development of effective communication strategies.
-On-the-ground communication needs for National Committees and PFP during emergencies fulfilled.
-Communication materials produced by UNICEF and National Committees for external audiences reflect a shared tone of voice and standard of high quality.
-National Committee field visits are of mutual benefit to both the Committee and country office, with assets produced from the visit made available for further use by the greater UNICEF family.
-Spokesperson back-up duties undertaken effectively in collaboration with DOC.
-Maintains a roster of qualified communication specialists capable of rapid deployment to emergencies, ensuring that major National Committee language requirements are met.
Key Accountabilities and Duties & Tasks
-Provides communication support, guidance and advice to National Committees communication officers on media relations and emergencies. Maintains regular contact with National Committees, DOC, and country and regional offices regarding media relations.
-Liaises and engages strategically with DOC, EMOPS, regional and country offices to ensure that National Committees are provided with regular, up to date, accurate and timely information and media materials (text, photos, video etc.) on all types of emergencies. In close collaboration with the Fundraising Services unit, guides and oversees the strategic use of the PFP emergencies Intranet area and ensures timely availability of communication content and assets.
-Collaborates with DOC, EMOPS, Office of Research, and regional and country offices to ensure the timely dissemination of information, fundraising and advocacy materials – including flagship publications, reports, SitReps, appeals - to National Committees. In collaboration with DOC, the UNICEF Geneva spokesperson and other HQ divisions, facilitates media outreach for report launches and other activities.
-Deploys, as required and at short notice, as surge communication capacity at the onset of sudden emergencies in order to provide efficient and timely information and materials from emergency field locations for use by National Committees, PFP and their related media for fundraising and advocacy purposes.
-Assesses the effectiveness and use of materials produced by UNICEF and National Committees in collaboration with the National Committees, DOC and PFP staff, and makes proposals for improved communication outreach. Liaises with PFP fundraising and advocacy colleagues to improve internal communication and working practices.
-Assists National Committees in organising field trips to emergencies and with media and/or celebrities, in collaboration with Celebrity Relations and Partnerships Section, DOC. Maintains a database of National Committee media and emergency related field visits.
-Acts as back up UNICEF spokesperson at the Palais des Nations media briefings as needed.
-Acts as trainer/facilitator for communication in emergency training with standby partners and National Committees.
Qualifications of Successful Candidate
-Advanced university degree in communication, public relations, media or a degree in a relevant field combined with solid work experience in strategic communication. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
-A five (5) years progressively responsible professional work experience in communication, print, broadcast media or interactive digital media, covering development and/or child rights issues for a media outlet or development agency.
-Development/field experience is highly desirable. Background and familiarity with strategic communication during high profile emergencies is a definite asset.
-Experience handling media interviews is essential.
Fluency in English (written & verbal) is required. Knowledge of an additional UN Language (preferably French or Spanish) would be desirable.
