Regional Aquaculture Consultant, Timor-Leste

Timor-Leste’s prospects for increased economic growth are built upon a number of important opportunities in the economy. An important factor is the petroleum revenue that the GOTL is investing in infrastructure and human capital development. The country also has aquaculture potential; no donor has yet provided support long and comprehensive enough to convert the potential into reality.

To date, several organizations have had aquaculture programs in some form or fashion. These include the Ministry of Agriculture and Fisheries (MAF), Mercy Corps, Catholic Relief Services, the New Zealand Embassy, KOICA, World Fish, NIWA, the United States Department of Agriculture (USDA) and possibly others. The projects range from small integrated tilapia ponds, to production via larger producer groups. MAF reportedly has fish ponds in each of the municipalities, with the aspiration to connect them to a school feeding program.

Given this context, USAID’s East Timor has commissioned a study, under its Leveraging Economic Opportunities (LEO) contract, to identify the economic opportunities presented by aquaculture.

The objectives of the study include:

  1. An assessment of Timor-Leste’s current situation in aquaculture with focus on various private sector and donor activities, including site visits (hatcheries and ponds) and desk review.

  2. Analysis of the strengths, weaknesses, opportunities, and threats (SWOT) for aquaculture by type of aquaculture (inland, marine, etc.) and by product. This will include an analysis of Timor-Leste’s suitability in each of the major products.

  3. Analysis of existing and potential market linkages and specific market requirements for Timorese aquaculture products.

  4. Analysis of potential domestic feed production.

Responsibilities of the consultant

· Document Review. Review existing documents and evidence to develop initial analysis of aquaculture in East Timor. This document review is meant to ensure that the assessment builds upon previous experience and lessons learned.

· Field Research Plan. Based on findings from document review, develop field research plan to carry out visits in-country to fill in gaps and gather more in depth information.

· Identify and Organize Stakeholder meetings. In collaboration with the Team Lead, the individual should help identify stakeholders (producers, traders, agribusinesses, government officials, etc.) and set up meetings with them.

· Final Report Review. - Review the draft report and participate in presentation of findings to USAID


· Minimum Bachelor's degree required, strongly preferred Master's degree or equivalent in aquaculture, fisheries or related area

· At least five to ten years of relevant experience with the aquaculture sector.

· Demonstrable experience conducting assessments around aquaculture

· Working experience in East Timor

· Ability to integrate cross cutting factors such as gender

· Strong interpersonal skills, communication and diplomatic skills, ability to work in a team

· Ability to plan and organize his/her work, efficient in meeting commitments, observing deadlines and achieving results

· Ability to receive/integrate feedback

· Strong analytical, reporting and writing abilities.
